Summary

NASA Langley Research Center is seeking to hire an Environmental Protection Specialist to manage the Center's Water Quality and Natural Resource Management Programs. Duties include management of VDEQ approved Erosion and Sediment Control (ESC) and Stormwater Management (SWM) program which requires Dual Combined Administrator certification for ESC and SWM in accordance with the regulations 9VAC25-850.

Responsibilities

  • Manages and oversees the water compliance program which operates under three permits and an Administrative Order.
  • Act as the Dual Combined Administrator for management of VDEQ approved Erosion and Sediment Control (ESC) and Stormwater Management (SWM) program.
  • Performs water compliance inspections of operations, construction sites, and discharge points to ensure compliance with various water permit conditions. Acts as the point of contact in external water program regulatory inspections.
  • Manages the Natural Resources Program. Complete Section 7 or wetland consultations. Ensures the Integrated Natural Resource Management Plan (INRMP) is updated and implemented. Manages wetland resources to ensure compliance.
  • Works with various organizations to ensure corrective actions are implemented in a timely manner.
  • Serve on the Natural Resources Council (NRC). Recommend mitigation strategies for natural resources such as trees, wetlands, endangered species, migratory birds and wildlife.
  • Ensure Geographic Information Systems (GIS) and NASA Environmental Tracking System (NETS) data is maintained.
  • Review projects and participates in planning and engineering design reviews. Develop design guidelines, contract language, and land use strategies to ensure environmental compliance.
  • Duties described above are at the full-performance level. Duties assigned at a lower grade level will be of more limited scope, performed with less independence and limited complexity; duties will be commensurate with the grade of selected employee.

Qualifications

Applicant must have one year of specialized experience equivalent to the next lower grade, which has equipped the applicant with the particular competencies needed to successfully perform the duties of the position described above.

(a) For the GS-11 grade level, applicants must have one year of specialized experience, equivalent to the GS-9 level in the Federal Service, which equipped the applicant with the competencies required to perform successfully the duties of the position. Specialized experience includes performing duties such as; Assisting with the implementation of a water quality compliance program that operates under multiple regulatory permits; Supporting the execution of regulatory requirements to ensure compliance with water and natural resource management policies; Supporting the analysis of impacts due to permit conditions and/or regulations for water and natural resources OR applicants may substitute the following education for the specialized experience requirements.

(b) A Ph.D. or equivalent doctoral degree in a related field,

OR

(c) 3 full years of progressively higher level graduate education leading to such a degree.

OR

(d) Applicants may qualify based on a combination of the experience and education requirements described above.

To qualify for the GS-12:

Specialized experience includes performing duties such as; Supporting the implementation of a water quality compliance program that operates under multiple regulatory permits; Executing regulatory requirements to ensure compliance with water and natural resource management policies; Reviewing projects, determining impacts due to permit conditions and/or regulations and recommending mitigation strategies for water and natural resources; Recommending design guidelines and contract language to ensure environmental compliance; Conducting inspections to ensure environmental compliance with various water permit conditions and natural resource management regulations.

To qualify for the GS-13:

Specialized experience includes performing duties such as; Independently developing and managing the implementation of a water quality compliance program that operates under multiple regulatory permits; Environmental permit writing and negotiating with external stakeholders; In-depth knowledge of stormwater and erosion and sediment control laws, regulations, and design principles; Reviewing projects, determining impacts due to permit conditions and/or regulations and recommending mitigation strategies for water and natural resources; Developing design guidelines and contract language to ensure environmental compliance; Conducting inspections and execution of corrective actions to ensure environmental compliance with various water permit conditions and natural resource management regulations.
