The primary purpose of this position is to serve as a Supervisory Operations Director

The organizational location of this position is Concepts, Development, and Management Office (SAF/CDM), 11242 Waples Mill Rd, Fairfax, VA 22030. Incumbent will be geographically located at the Pentagon in Arlington, Virginia.

Responsibilities

  • Plans, organizes, and directs the activities of the SAF/CDM Strategy Coordination (SC) Operations Directorate, ensuring operations comply with Defense and National prioritization, and meets customer needs.
  • Develops goals and objectives that integrate organization and operations objectives. Researches, interprets, analyzes and applies assessments and Federal Acquisition Regulations, Title 10, Title 50, DoD and Service guidance, policies, and direction.
  • Exercises Supervisory personnel management responsibilities for the Strategy Coordination Program Office.
  • Advises and provides counsel to employees regarding policies, procedures, and directives of management.
  • Selects or recommends selection of candidates for vacancies, promotions, details, and reassignments in consideration of skills and qualifications, mission requirements, and EEO and diversity objectives.
  • Manages, reviews, and tracks operational and/or technical options developed based on assessment of sensitive information and critical programs, projects, and initiatives that deliver significant and optimized capabilities.
  • Builds and executes an integrated management process ensuring operational options developed for technology vulnerability and gap mitigation meet requirements.
  • Assess operational risks, mitigation methodologies, and determine operational efficacy for significant technology and programs, through coordination with Military Services or acquisition owners.
  • Represents SC Director when interfacing with the Office of the Secretary of Defense (OSD), Joint Staff, Combatant Commands (CCMDs), US Departments and Agencies, and senior foreign officials on a wide variety of efforts, programs and issues.
  • Provides expert level liaison support on behalf of the Strategy Coordination Director, senior staff and maintains close working relationships with a broad spectrum of other agencies, on operational, technical, and (continued below)

  • All new DCIPS employees are required to complete a two-year DCIPS trial period.
  • Must obtain/maintain Top Secret security clearance with Sensitive Compartmented Information (SCI). A non-disclosure agreement must be signed.
  • PCS expenses if authorized will be paid IAW JTR and Air Force Regulations
  • This is a Pre-Employment and Random Drug Testing designated position.
  • This posn is subject to provisions of the DoD Priority Placement Program

  • Ability to plan, organize and direct the functions and staff of a small to medium sized organization, that is geographically separated.
  • Education and/or expert level of experience within the Management and Program Analysis Series field, as it applies to strategic planning and requirements management efforts within the intelligence arena is highly desired.


Qualifications

This is a GG-15 position in the Defense Civilian Intelligence personnel System (DCIPS). The GG-15 duties for the "Supervision/Management" work category are at the "Expert" work level and are equivalent to those at the GS-15 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.

SPECIALIZED EXPERIENCE:
Applicant must possess quality level experience which demonstrates the possession of the knowledge, skills, abilities and competencies necessary for successful job performance required for this position. Quality experience is experience that has equipped the applicant with the particular competencies/knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. Examples of creditable experience include comprehensive knowledge of inter-agency, DoD, Defense Intelligence Enterprise (DIE) and Intelligence Community (IC) organizations, policies, legislation, and directives to plan and develop relationships and guidance for application of complex procedures and techniques to diverse situations and varying degrees of management control. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Comprehensive knowledge of inter-agency, DoD, Defense Intelligence Enterprise (DIE) and Intelligence Community (IC) organizations, policies, legislation, and directives to plan and develop relationships and guidance for application of complex procedures and techniques to diverse situations and varying degrees of management control.
2. Expert knowledge and experience working with government and civilian personnel, DoD and non-DoD agencies to ensure organizational and the DoD positions are accurately reflected and defended.
3. Thorough knowledge and quantifiable experience managing long range, planning, budgeting and executing intelligence and operations utilizing diverse intelligence support structures and interagency cooperation on advanced concepts, principles and practices.
4. Extensive level of knowledge of the Department of Defense Planning, Programming, and Budgeting System (PPBS) and policy, procedures, and schedules for developing Program Objectives Memoranda (POM), Budget Estimate Submissions (BES) as well as methods for developing budget forecasts, cost projections, financial exhibits, unfunded requirements justifications, narratives, offsets and disconnects, and issue papers.
5. Ability to gather, assemble, and analyze facts, draw conclusions, conduct analysis, devise recommended solutions, and package the entire process in briefings, papers, or reports suitable for Senior Executive leaders and/or General & Flag Officer use and decision-making.
6. Expert skills in oral communications to present sensitive information and/or recommendations on complex matters to higher authorities; skilled in written communications sufficient to develop guidance, regulations and directives dealing with complex issues and maintain good working relations.
