Summary

This position is within the Office of Resource Access and Partnerships (ORAP) within the Indian Health Service in Rockville, Maryland. The primary purpose of this position is analyze, evaluate, and provide interpretations to policies and regulations of the Centers for Medicaid and Medicare to the Indian Health Service, Tribal and Urban programs. The incumbent in this position reports to the Director, Division of Contract Care.

Responsibilities

  • Provide Advice to the Director, Office of Resources Access and Partnerships (ORAP) on Policy and Regulations: Serve as an advisor on the assessment of the impact of program/operational policies and IT software programs, on third party collections and payment for health care provided in the private sector.
  • Provide Liaison and Coordination for Third Party and Contract Care Related Issues: Serve as the Indian Health Service (IHS) liaison to the IHS/Headquarters (HQ), Office of Resource Access and Partnerships (ORAP) on policy and regulations impacting the field business process relating to third party revenue, patient registration, third party billing, coding, accounts receivable, payment for medical services, etc.
  • Provide Policy Regulation Analysis: Serve as a focal point for problems that require an IHS wide solution or initiative to provide legal and policy guidance to assist Headquarters and field staff with improving business process initiatives. This includes but is not limited to analyses of the impact of 1) analysis of system modification and policy changes on IHS business functions/activities and revenue levels; 2) assessments of State managed care initiatives and other national regulation and policies that may significantly affect the IHS health care delivery system and the levels of third party revenue from all sources.
  • Develop Managerial Policies and Procedures: Review and evaluate managerial policies and procedure to determine gaps where additional guidance is needed and analyzes the impact of new or proposed legislation on agency operations. Formulate and recommend additional policies and procedures or modifications to existing guidance to improve the efficiency and effectiveness of managerial operations.

MINIMUM QUALIFICATIONS:
Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Developing policies and procedures on issues impacting healthcare business processes relating to third party revenue generation, payment for contract health care. Providing Technical assistance to healthcare programs on revenue collection and payment for health care services.

You must meet all qualification requirements within 30 days of the closing date of the announcement. Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).

Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. IHS may offer newly-appointed Federal employees credit for their directly related previous non-federal experience or active duty uniformed military service. This credited service can be used in determining the rate at which they earn annual leave is earned.

This position is covered by a Bargaining Unit.

Relocation incentives may be authorized. At least a 6 month service agreement will be required.
