Summary

A successful candidate in this position will serve a staff analyst to the Associate Deputy Assistant Secretary (ADAS), responsible for conducting studies, analyses, and policy review, program, and management issues, and developing related reports and other documentation.

Responsibilities

As a Management and Program Analyst, you will:
  • Serve as staff analyst to the Associate Deputy Assistant Secretary (ADAS).
  • Assist in the review and implementation of a wide range of priority actions originating at the Office of Safety, Security, and Quality Programs (EM 3.11), Defense Nuclear Facility Safety Board, Office of Management and Budget, and other agencies/organizations.
  • Serve as intermediary point between EM-3.11 and external offices such as the Office of Environment, Health, Safety and Security, Federal Technical Capability Program (FTCP). Ensures the effective implementation of the EM Headquarters FTCP.
  • Research and analyze regulatory and the Office of Environmental Management policies, procedures and guidelines and determines the nature and extent of flexibilities permitted.

Qualifications

SPECIALIZED EXPERIENCE REQUIREMENTS

A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level in the Federal service. Specialized experience for this position is defined as:
  • Advising senior management on operating policies and the interrelationships of external programs and/or offices.
  • Reviewing established policies and procedures to identify program challenges and determining the appropriate action and flexibilities.
  • Analyzing findings and developing technical reports for action and/or approval to ensure that substantive policy and program issues involved are presented fully and correctly.
  • Conducting studies, analysis, and reviews of policy, program and management issues.

  • The work requires analytical ability and knowledge and understanding of EM's operating policies and the interrelationships of EM Headquarters programs as well as field sites.
  • Must be skilled in providing logistics to federal review teams, developing review team issues, and developing final review team reports. Managing team member inquiries to entities being reviewed, maintaining an electronic data base for specific reviews, document requests, reference lists, submissions of review team findings and assembly of final report at the direction of the federal review team leader. Scheduling of review team meetings and facilitation of online review team meetings.
  • Must have the ability to maintain or monitor issues tracking systems for a wide range of technical issues across the EM Complex.
