Summary

This position is assigned to Farm Production and Conservation (FPAC) Business Center (BC), Human Resources Division (HRD), Workforce Operations, Employee and Labor Relations Section.

Provides program administration for Employee Relations and Labor Relations (ER/LR) management programs activities by administering the suitability, disciplinary, and adverse actions program activities.

Responsibilities

  • Providing guidance and consultation to management on appropriate disposition of conduct/performance matters and contract management support.
  • Participating in investigations into employee misconduct to include researching and analyzing the facts, making comparisons to precedent cases, and recommending appropriate corrective actions in resolving the matter.
  • Providing advice and counsel to program officials and employees designed to enhance communication and clarify acceptable work practices
  • Drafting letters of proposal and decision for disciplinary, adverse, and performance-based actions; and labor-management related documents.

Qualifications

Current permanent career and career conditional employees of the FPAC mission Area (FPAC Business Center, FSA, NRCS and RMA) may be selected in their current duty locations.

To qualify for the GS 12, you must possess one year of specialized experience equivalent to the GS-11 grade level in the Federal service, or comparable experience not gained through federal service. For this position specialized experience is defined as performing the following duties or work assignments, and must be documented in your resume: Researching and applying employee relations (ER) and labor relations (LR) laws, regulations and case law to provide management with options and recommended courses of action; providing technical guidance on the application of negotiated union agreements; and providing guidance on employee conduct and performance issues.

To qualify for the GS 13, you must possess one year of specialized experience equivalent to the GS-12 grade level in the Federal service, or comparable experience not gained through federal service. For this position specialized experience is defined as Formulating and recommending overall strategies for developing, implementing and evaluating federal civilian employee and labor relations programs; Assisting with the developing of policies and/or procedures that have an impact on employee and labor relations to ensure that legal obligations are identified; Provides advice to management officials on the application of Federal employee and labor relations statutes, regulations, and case law. serving as a technical expert on performance and conduct-based actions and related employee relations program policies and practices; serving as an expert in the area of discipline and adverse actions; and Researching case law to assure that the organization's actions are appropriate and legally defensible; providing advice and guidance to managers, supervisors, and employees in various employee and labor relations aspects.

Time in grade: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.

Required Documents
