Responsibilities

As an Accountant, you will:
  • Prepare and review the financial statements and accounting reports of the Association.
  • Identify changes to financial systems and procedures which need to be documented and/or which impact existing handbooks and guidelines.
  • Coordinate and provide staff support for formal presentations, briefings and meetings on accounting and budget matters.
  • Direct accounting and auditing reviews of Ginnie Mae contractors' performance in accordance with accounting and auditing provisions of signed agreements.

The experience may have been gained in either the public, private sector or volunteer service . One year of experience refers to full-time work; part-time work is considered on a prorated basis. This position is located in the Government National Mortgage Association (Ginnie Mae). Ginnie Mae is a wholly owned government corporation created to help expand homeownership opportunities for low and moderate-income Americans, by linking global capital markets to the nation's housing markets.

The official duty station for this position will be in Washington, DC. Failure to report to duty at this location may be grounds for a disciplinary action, including removal.

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement.


Specialized Experience: For the GS-14, specialized experience is defined as one year at the GS-13, or equivalent that is directly related to the position and which has equipped the candidate with the particular knowledge, skills and abilities to successfully perform the duties of the position. Specialized experience for this position is defined as:

-Interpreting regulations such as: Accounting Standards Codification (ASC), Financial Accounting Standards Board (FASB), Office of Management and Budget (OMB) Circulars A-123, A-11, and A-136; AND
-Applying the trial balance to prepare and audit financial statements in accordance with Generally Accepted Accounting Principles (GAAP); AND
-Participating in financial or performance audits that led to objective and systematic examinations and resulted in independent audit assessments of an organization's structure, performance, efficiency, program, and internal control environment in compliance with A-123 or GAAS guidelines; AND
-Reviewing mortgage banking processes to ensure that proper accounting policies and procedures are in place and producing desired results.


Time-in-Grade:
In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-14, you must have been at the GS-13 level for 52 weeks.

Time After Competitive Appointment:
Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.

Education

Education Requirements:

A. Successful completion of a full 4-year course of study in an accredited college or university leading to a Bachelor's degree or higher in accounting or in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting/auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant/auditor.")

OR

B. Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:

1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal non-conformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.

The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education.
