The primary purpose of this position is to serve as a Data Management Analyst, assisting the A1 Chief Data Officer (CDO), in performing professional and scientific work. Requires systematic, and intensive investigation into a subject, in order to develop the principles, criteria, methods, and data management skills used insupport of projects or problem solving studies.

Responsibilities

  • Assists A1 Chief Data Officer (CDO) in developing and evaluating A1 data policies and A1 data governance in support of the HAF/A1 Data Strategy.
  • Performs a broad range of analytic assignments entailing unique problems, creativity, innovative use of techniques, advanced approaches/methodologies, and/or new technologies.
  • Effectively communicates complex information, concepts or ideas in a confident, well-organized manner.
  • Plan and manage the development of functional, business and system information requirements.
  • Identify, analyze, and evaluate customer data requirements.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes knowledge of all related disciplines and principles of data management in regards to data modeling, data element standards, process and information class prepotency, data security, and data synchronization. The ability to gather interpret, and analyze data to systematically and appropriately assign tasks, functions, and workloads using functionality roles and responsibilities.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  • Possesses full range of general management and administrative principles, practices, methods, and techniques and skills for use in applying knowledge to simple and complex work assignments.
  • Knowledge and skill in the application of Air Force workflow and task management directives, instructions, policies, procedures, and guidance. Knowledge of Headquarters Air Force missions and functions.
  • Ability to effectively communicate both in writing and verbally; ability to prepare and present information to senior leadership.
  • Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources; ability to coordinate diverse planning efforts and to make instant decisions and select a course of action in a fast-paced environment.
  • Ability to apply data management techniques in accordance with business and/or industry standards.
  • Knowledge of data management principles and procedures (data modeling, data base administration, data element standards, process and information class prepotency, data security, and data synchronization) to effectively communicate and assist the A1 Chief Data Officer.
  • PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

    VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
