This position is located in the Health Care (HC) team of the Government Accountability Office (GAO). HC is responsible for conducting analysis and preparing reports in all areas of health care delivery and financing. The HC mission encompasses policies and programs that affect the health and quality of life of the U.S. population and includes health financing, public health as well as military and veteran health care.

Responsibilities

Health Care is seeking an entry-level professional to serve as a Management and Program Analyst; responsible for assisting with management and/or program analyses that evaluate the efficiency and effectiveness of policies, programs and operations for major segments of Health Care functions to help enable management to make timely, evidence based and data-driven decisions. The incumbent will have a lead role in supporting GAO's Health Care Advisory Committee (HCAC) appointment and reappointment process. The incumbent may perform any of the following duties:
  • Collaborates with staff to develop and support the implementation of processes and strategies to improve efficiency and effectiveness of internal programs and services.
  • Serves as the assistant project lead on ad-hoc analytic assignments to review segments of operations and provide analytical assistance to other HC staff on processes, projects, and programs.
  • Serves as lead in planning, coordinating, implementation, and bringing closure to all activities related to the Health Care commission and appointment process. Works directly with the HC team leads of each HCAC to develop the timeline and monitor progress for each Advisory Committee.
  • Evaluates and provides analysis of the overall commission process to measure effectiveness and efficiency in order to enhance stakeholders' ability to make informed data-driven decisions.
  • Assists with collection and analysis of engagement staffing needs to identify resource requirements and develops options and plans for ensuring sufficient staffing of engagement.
  • Contributes to preparation of documents, written reports, plans, and presentations to support staffing process and presents information.
  • Supports the maintenance of data and provision of information for staffing manager, Managing Director, and other managers in the form of statistical reports, summaries, and charts
  • Assists Health Care engagement teams by managing and monitoring engagement processing steps throughout the engagement.
  • Performs other duties as assigned

Qualifications

Applicants can qualify for this position through education, experience, or a combination of both. To qualify you must meet one of the following minimum qualification criteria:

Specialized Experience: Applicants must have at least one year (52 weeks) of specialized experience equivalent to the next lower band equivalent to the AC-I, or GS-05 level in the Federal service. Specialized experience is defined as experience: 1. supporting and/or assisting in data collection and development of reports for management; providing administrative support to senior management; 2. planning and carrying out projects; and 3. preparing written documents that effectively communicate information, some of which is complex, in a complete, organized, and grammatically correct manner.

Education: Applicants may substitute education for the required experience. To qualify based on education for this band level you must have either completed 1 full academic year of graduate level education OR possess an undergraduate degree with Superior Academic Achievement. S.A.A. is based on (1) class standing in the upper one-third of graduating class, (2) a grade-point average of 3.0 or better out of a possible 4.0, or (3) national honor society membership.

One full year of graduate level education is generally considered 18 semester hours or 27 quarter hours.

Combination: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.

Newly hired or recently promoted PT-I Operations staff begin their careers by participating in GAO's 2 year Professional Development Program for Operations Staff (PDP-OPS). The PDP-OPS experience includes a combination of on-the-job and classroom training, regular feedback and coaching, and exposure to different projects, issues, and management styles. Project assignments are based on a combination of GAO's needs and your background and interests. You will be placed in various project assignments that provide you with a range of developmental opportunities.

This is not a bargaining unit position.

    • Knowledge and experience with quantitative and qualitative techniques used to analyze and measure the effectiveness, efficiency, and productivity of administrative programs and policies and to develop new or modified work methods or processes.
    • Skill in reviewing data and applying analytical and evaluative methods to conduct research and analyze information to compile reports, regarding the commission and appointment process, to present recommendations to management and the Health Care Advisory Committee.
    • Ability to utilize applications, tools and systems to generate reports, graphics, charts and Power point presentations that can be used by management to communicate initiatives, administrative policies and procedural changes.
    • Ability to communicate clearly and effectively orally and in writing to explain administrative processes and procedures and prepare documents and messages to various contacts at different levels within the agency. By way of definition, oral communication may include methods used by employees with disabilities such as sign language interpretation, text-to- speech or TTY technology, and amplification devices.
    • Ability to establish effective working relationships within and outside of the office and agency to build strong interpersonal and collaboration skills and maintain positive working relationships with a wide range of internal and external customers.
