Summary

This announcement is open to current Career or Career-Conditional OPM employees.

As a HR Specialist (Compensation), GS-0201-14 with a full performance level of GS-14, you will be part of Employee Services, Pay and Leave Administration, Office of Personnel Management. If selected, you will be responsible for providing program direction and expert technical guidance in specific Federal pay and leave administration program areas.

Responsibilities

  • Conducts special projects, studies, and repots to develop new or improved Pay and Leave systems, policies, and regulations.
  • Responds to request for timely and authoritative interpretation, solution, and guidance concern pay and leave regulations, policies, and programs.
  • Reviews alternative pay and leave system proposals to assist in using pay and leave flexibilities.
  • Evaluates policies and programs on pay and leave administration through the collection and analyses of statistical information.
  • Designs analytical studies to evaluate the effectiveness of pay and leave policies and program and the impact on human resources management policies and programs.
  • Provides reports and recommendations for pay and leave policies, regulations, and guidance to Congress, the Administration, and others as required.

Qualifications

For the GS14: You must have one year of specialized experience at the GS-13 level in the Federal Government (or equivalent). Specialized experience includes:
  • Apply concepts, principles, and practices of pay and leave administration and their relationship to other human resources management policies and programs and at least one of the following: Performance management concepts, principles, and practices used to plan, monitor, rate, and reward employee performance; Staffing concepts, principles and practices used for recruitment, hiring, and workforce restructuring; Position classification concepts, principles, and practices used to determine the appropriate pay system, occupational grouping, title, and grade or other work level of positions; Employee and labor relations concepts, principles, and practices; and/or Pay and personnel systems integration, including case law, pay claims and debt collection procedures, and related legal strategies.
  • Provide authoritative analyses, interpretation, guidance and innovative solutions relating to new, complex, or unusual pay and leave issues;
  • Compose technically accurate regulations and policies to implement legislation and administer pay and leave programs; and
  • Communicate policies and programs for which the Center for Pay and Leave Administration is responsible

Merit promotion applicants must meet time-in-grade requirement as defined in 5 CFR 300, Subpart F. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS 14 level.
