Responsibilities

Supervisory Financial Specialist position is located in Financial Policy and Travel Branch (FPTB), Financial Management Division (FMD) within the Chief Finance Office (CFO), Transportation Security Administration (TSA), Department of Homeland Security (DHS). Duties include but are not limited to:
  • Serves as Manager of the Financial Policy and Travel Branch with a full scope of managerial duties including: setting priorities, assigning tasks and responsibilities, monitoring and evaluating performance, coaching and developing staff, approving leave, and taking or approving corrective/disciplinary actions as appropriate., recommending a variety of personnel actions such as promotions, reassignments, etc.
  • Manages, plans, implements, monitors, evaluates, and operates TSA financial management programs by providing knowledge and expertise in applying the principles, concepts, laws, and regulations of financial administration and budget. Identifies actions required to sustain and improve TSA finance operations to meet the Organizations goals.
  • Provides guidance and direction to the TSA financial community on policy creation, revision and compliance, including development of TSA-wide Financial Management Directives, chapters in the Financial Management Manual serving the financial community, Internal Standard Operating Procedures for employees and branches within the Financial Management Division (FMD) as well as policy letters, decision memos and financial bulletins distributed across TSA.
  • Collaborates with TSA policy counterparts within Human Capital and the Acquisition Office, as well as with the Department of Homeland Security (DHS) Financial Management Policy Director.
  • Serves as the TSA subject matter expert executing the strategic and tactical management of several high-impact, TSA-wide Financial programs to include the TSA Government Travel Card and Relocation Programs, Travel Pre- and Post-Payment Audit Programs.
  • Provides leadership and direction with regards to creating and updating TSA-wide travel related policies and procedures that govern travelers' behavior and communicate policy; oversees and maintains the Financial Policy Library; and serves as a technical advisor/SME to Program Offices, responding to complex issues and mitigating risks to travelers by providing best course of action. Also assists US Coast Guard Finance Center (FINCEN) with regards to policy interpretation and compliance.

SUPERVISORY/MANAGERIAL PROBATIONARY PERIOD REQUIREMENTS: Unless previously completed, you must satisfactorily complete a one-year supervisory probationary period to continue in this supervisory/managerial position.

Qualifications

To qualify for the SV-K Pay Band (equivalent to GS-15), you must have one year of specialized experience at the SV-J or GS-14 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position. Specialized experience is defined as:
  • Managing the formulation, modification and issuance of financial management policies and processes to ensure compliance with federal applicable laws and regulations.
  • Collaborating with federal stakeholders to resolve issues related to financial management policies and financial processes.
  • Advising federal agency officials and staff on interpretation and clarification of government travel-related (e.g., Federal Travel Regulations) policies and procedures.


NOTE: Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.


National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. Salary listed includes locality pay of 30.48%.
