Summary

This position is part of the Organization of the Joint Chiefs of Staff. The incumbent is largely autonomous and supports geographically dispersed customer elements of the Joint Staff in Hampton Roads, the Pentagon, and other locations nationwide. The incumbent must be capable of providing the full range of functional contract and acquisition support.

Responsibilities

This position is being filled under DoD Modified Direct Hire Authority, Section 1109; PL, 116-92, dated 12/20/2019 .

As a PROCUREMENT ANALYST at the GS-1102-14 some of your typical work assignments may include:
  • Responsible for initial collaboration with Joint Staff Action Officers (AO) and supporting Contracting Officers for initial strategy, and subsequently, for ensuring the quality and thoroughness of complete and workable contract requirements.
  • Serves as a Senior Procurement Specialist providing SME services in support of the Joint Staff contracting efforts; interfaces with a broad range of supporting contracting offices within the Department of the Navy, the other military services, and throughout the Department of Defense (DoD) and other Federal agencies.
  • Reviews, analyzes, evaluates, and applies DoD acquisition regulations, policy, guidance and directives in support of the Joint Staff mission.
  • Develops and conducts critical studies and projects on a wide variety of acquisition management and contract administration matters.
  • Conducts in-depth evaluations of the financial and technical capabilities, or the performance of potential vendors/contractors.
  • Researches and recommends appropriate action for resolution of problems or claims through interpretation of contract requirements.

Qualifications

You may qualify at the GS 14 , if you fulfill the following qualifications:

A. One year of specialized experience equivalent to the GS-13 grade level in the Federal service as listed below:
  • Applying procurement and acquisition regulations and contracting principles including the latest procedures and techniques to support long term acquisition planning and further support the developing of individual and multiple customer contract requirements packages;
  • Making recommendations for proposed contract type, contracting strategy, and source selection factors;
  • Ensuring the quality and thoroughness of complete and workable contract requirements through timely review of those final requirements packages through the e-Acquisition automated business process system;
  • Providing advice and training to contracting officers, program managers, Action Officers and other contracting personnel to ensure that contract actions effectively implement approved acquisition strategies.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

A. A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.

NOTE: The education requirements listed above apply only to individuals entering DoD 1102 positions on or after October 1, 2000. Current military members who occupied a similar occupational specialty to the GS-1102 on or before September 30, 2000, are also exempt from meeting this requirement

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours that your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

CRITICAL ACQUISITION POSITION (CAP). Selectee for this position will be required to sign a written agreement to remain, for a minimum of three years, in the federal service in this critical acquisition position.

This position requires Level III DAWIA certification in the Contracting career field (Acquisition Category C). Certification prior to hiring is not essential but must be accomplished within 24 months after entry into this position.
