Summary

About the Position: This is an Equal Employment Specialist , GS-11, position at Training and Doctrine Command, Deputy Chief of Staff EEO at Fort Eustis, VA. The Deputy Chief of Staff, develops, integrates, and manages training operations and requirements, concepts, policies, plans, and directs operations continuously across TRADOC in order to build a campaign capable, expeditionary and versatile Army. Fort Eustis, VA is located in Newport News, between historic Williamsburg and Virginia Beach.

Responsibilities

  • Use variety of analytical and investigative techniques to solve problems by conducting studies.
  • Provide a complete documents to investigators in the fact finding of a formal complaint process.
  • Advise managers and/or employees on EEO complaints, rights, and procedures.
  • Write proposed decisions and recommendations made by management concerning EEO complaints.
  • Conduct presentations, training sessions, analyze problems, and negotiate settlement to management and employees.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes: (1) Ensuring EEO complaints are processed in accordance with regulatory procedures and timelines; (2) Preparing written counselor's reports to capture all aspects of the informal complaint process; (3) Compiling monthly and/or quarterly reports on complaint trends. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

OR

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Social Sciences or a closely related field.

OR

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.You will be evaluated on the basis of your level of competency in the following areas:

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the second lower grade or equivalent (GS-09).

This position is a TERM position. It is a time limited position and may be extended up to a maximum of six years.
A. Position may be filled by temporary promotion or temporary reassignment Not-To-Exceed 1 Year, if a current permanent Army employee. Temporary promotion/reassignment may be extended up to a maximum of 5 years, and may be made permanent without further competition.

B. Position may be filled by term appointment Not-To-Exceed 13 Months, if not a current permanent Army employee. Term appointment may be extended up to a maximum of six years.
