This position reports to the Controller and is located in the Office of the Controller that is under the Office of the Chief Financial Officer of Ginnie Mae.

Responsibilities

As a Systems Accountant (Systems & Procedures), you will:
  • Review existing systems to determine needed enhancements, plan system modifications, manage contract support activities, ensure accounting financial system integration, manage system control reference tables, manage application security, and provide support for various audits.
  • Oversee business process improvements and automation initiatives, software implementation, obtain user acceptance, provide system training, provide technical assistance to users, and maintain day-to-day system operations.
  • Design and develop system reports, manage annual closing of accounting system processes, assist in the preparation of annual system budgets, and act as liaison with program users to ensure systems are responding to internal and external clients.
  • Direct and control the development, coordination and maintenance relating to the design, adaptation, installation, evaluation and or revision of automated accounting and financial management systems.

This position is located in the Government National Mortgage Association (Ginnie Mae). Ginnie Mae is a wholly owned government corporation created to help expand homeownership opportunities for low and moderate-income Americans, by linking global capital markets to the nation's housing markets.

The official duty station for this position will be in Washington, DC. Failure to report to duty at this location may be grounds for a disciplinary action, including removal.

Qualifications

You must meet the following requirements by the closing date of this announcement.

Specialized Experience:

Specialized experience for the GS-14 is defined as one year of specialized experience at the GS-13 level or equivalent, that is directly related to the position and which has equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience is defined as:

-Experience implementing Financial Accounting Systems applications such as: PeopleSoft, Oracle Financials, or another accounting application; AND
-Experience supporting operations and maintenance (O&M) of a financial accounting systems to determine appropriate updates.

Education

Education Requirements:

A. Degree: Accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")

OR

B. Combination of education and experience: At least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:

1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal non-conformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.

The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education.

This is a term position. A term position does not confer eligibility for transfer to another agency. A term employee does not acquire competitive status or eligibility to be converted to a career conditional appointment, nor is the time served under a term appointment creditable toward career tenure. A term appointment carries no implied or specific commitment of consideration for, or placement into, a permeant appointment.

The employment of a term employee ends automatically at the expiration of his or her term. Term employees, who were previously in a career or career-conditional status, will not automatically be able to return to their career or career-conditional position once the term is over; they may, however, reapply for the career or career-conditional position if it is available.

- A one year trial period may be required.
- Must successfully complete a background investigation.
- Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency
