About the Position: This position is for a Supervisory Contract Specialist with the Army Contracting Command located at Aberdeen Proving Ground, MD. Serves as a Supervisory Contract Specialist (Division Chief) providing direction and guidance through subordinate branch chiefs and team leaders.

Responsibilities

  • Manages the full range of negotiations, award, modification, management/administration, and termination of contracts encompassing the full range of diverse and extremely complex types.
  • Assigns work and establishes priorities; evaluates the performance of subordinates; gives advice, counsel, and/or instruction to subordinates on both work and administrative matters;
  • Interview and recommend selections of candidates for positions, promotions, and reassignments; hears and resolves complaints from subordinates.
  • Evaluate subordinate supervisors or leaders and serves as the reviewing official on evaluations of non-supervisory employees.

In order to qualify, you must meet the education and/or requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Basic Requirement for Supervisory Contract Specialist: Completion of all mandatory training prescribed by the head of the agency for progression to GS-13 or higher level contracting positions, including at least 4-years experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position.

AND

A 4-year course of study leading to a bachelor's degree in any field of study from an accredited educational institution.

Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, they will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade, unless granted a waiver under Paragraph D.

Waiver: When filling a specific vacant position, the senior procurement executive of the selecting agency, at his or her discretion, may waive any or all of the requirements of Paragraphs A and B above if the senior procurement executive certifies that the applicant possesses significant potential for advancement to levels of greater responsibility and authority, based on demonstrated analytical and decision making capabilities, job performance, and qualifying experience. With respect to each waiver granted under this Paragraph D, the senior procurement executive must document for the record the basis of the waiver. If an individual is placed in a position in an agency on the basis of a waiver, the agency may later reassign that individual to another position at the same grade within that agency without additional waiver action.

Specialized Experience: One year of specialized experience which includes performing the duties 1). Performing the duties of a warranted Contracting Officer, review and approve complex contract solicitations; 2) Responsible for pre-award and post-award involving specialized procurements; 3) Conducts conferences, and issue solicitation notices in compliance with regulatory and procedural guidelines; advising senior management on key contracting and procurement issues.

Education

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

In addition to the Education and Specialized experience requirement, there is an education requirement for membership in the Acquisition Corps which includes:

Baccalaureate degree (or higher degree) in any field of study from an accredited educational institution.

Acquisition Corps Members - Submit either your Acquisition Corps Membership Certificate; membership letter from the Agency's Director, Acquisition Career Management, Acquisition Career Record Brief (ACRB) or agency ACRB equivalent document.

Non-Acquisition Corps Members - Submit your transcripts. Additional documentation maybe required if you are selected.

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university. A one year probationary period to assess your ability to perform supervisory duties may be required unless previously completed.
  • You will be required to undergo background investigation leading to the successful adjudication of eligibility for a Top Secret w/SCI security clearance. Derogatory information developed during the background investigation, such as a criminal history, could render the selectee ineligible for both the security clearance and continued employment in the position, if already appointed.
