Responsibilities

This Vacancy is using the Direct-Hire authority to recruit for positions for which there is a critical hiring need. Using the Office of Personnel Management's approved government-wide direct hire authorities, agencies may appoint candidates directly to jobs, without regard to the provision of Title 5 U.S.C 3309 through 3318, for which OPM determines that there is a severe shortage of candidates or a critical hiring need.

The Chief Information Officer (CIO) is the principal advisor to the Under Secretary and Director on the application of information technology (IT) to support and improve the Agency's business processes. The Cybersecurity Division (CD) is responsible for all aspects of USPTO Information Technology security including the oversight for adherence to security-related laws and policies. This position is located in The CIO Cybersecurity Authorizations and Compliance Branch that provides services which support implementation and continuous monitoring for compliance with IT security policies, Federal Information Processing Standards, and requirements for all information technology used in support of the USPTO.

The individual selected for this position will...
  • Monitoring IT systems and Tracks Security Assessment and Authorization (SA&A) progress of each system.
  • Developing and maintaining cybersecurity metrics.
  • Participating in implementing, improving, and managing Enterprise Governance and Risk Compliance (eGRC) tools.
  • Conducting and participating in risk and vulnerability assessments for identifying vulnerabilities, risks, and protection needs.
  • Expressing technical information to staff to assist with security problem issues.

Qualifications

You must meet the United States Office of Personnel Management's (OPM) qualification requirements (including specialized experience and/or educational requirements) for the advertised position. You must meet all eligibility and qualifications requirements by the closing date of the job announcement. Specialized Experience:is experience that has equipped applicants with the particular knowledge, skills and abilities to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the federal service.

Candidates for the GS-11 grade level must have at least 52 weeks of specialized experience equivalent to the GS-09 grade level in the Federal service. Specialized experience for this position includes:

1) Job experience assessing risks and vulnerabilities in an information technology (IT) systems.

2) Job experience tracking risk and vulnerabilities in an information technology (IT) systems.

OR

For the GS-11, you may qualify using one of the following options:

1) Possess a Ph.D or equivalent graduate degree, LL.B. or J.D., or 3 full yrs of progressively higher level graduate education leading to a Ph.D or equivalent doctoral degree.

2) Possess one year of specialized experience equivalent to the GS-09 grade in the Federal service.

3) Possess a combination of education and specialized experience to equal 100% of the qualification requirement.

Candidates for the GS-09 grade level must have at least 52 weeks of specialized experience equivalent to the GS-07 grade level in the Federal service. Specialized experience for this position includes:

1) Job experience tracking risk and vulnerabilities in information technology (IT) systems.

OR

For the GS-09, you may qualify using one of the following options:

1) Possess a master's or equivalent graduate degree, LL.B. or J.D., or 2 full yrs of progressively higher level graduate education leading to such a degree.

2) Possess one year of specialized experience equivalent to the GS-07 grade in the Federal service or 2 full years of progressively higher level graduate education leading to a master's degree or equivalent graduate degree.

3) Possess a combination of education and specialized experience to equal 100% of the qualification requirement.

In addition to meeting specialized experience requirements, you must have the following cybersecurity-related experience demonstrating these competencies:
  • Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
  • Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
  • Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
  • Compliance - Knowledge of procedures for assessing, evaluating, and monitoring programs or projects for compliance with Federal laws, regulations, and guidance.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
