Summary

This position is located in the Department of Health and Human Services, Administration for Children and Families (ACF), Family and Youth Services Bureau (FYSB), Office of the Associate Commissioner (OAC), Division for Optimal Adolescent Development (DOAD) located in Washington, District of Columbia.

Responsibilities

  • Serving as the Director to the Division for Optimal Adolescent Development (DOAD) as key advisor on technical resources with considerable program authority and accountability for management, both technical and administrative of the division.
  • Providing program planning, developing and implementing policy and regulations regarding funding and management and providing oversight for data analysis.
  • Formulating comprehensive program plans and strategies to accomplish agency goals and objectives for the program area(s) assigned.
  • Ensuring that assigned programs are operating effectively and are in compliance with Federal laws and regulations and is responsible for financial oversight, planning, coordination and activities of staff.
  • Providing key management advice and assistance to grantees and pregnancy prevention youth serving professionals, organizations, the department and the general public concerning FYSB efforts and the department's youth initiatives.
  • Directing the initiation and formulation of Federal regulations, standards, guides, and interpretations governing FYSB administered youth pregnancy prevention and support programs.
  • Supervising and providing leadership and direction in policy development, responding to requests for policy clarification, and analyzing the implementation of FYSB's authorizing legislation.
  • Serving as an expert in budget formulation and execution for multiple program areas and analyzing the programmatic areas to develop policy, or programmatic recommendations for the improvement of at-risk youth and other youth related issues.
  • Overseeing a variety of complex services, to include data collection, compilation, and analysis relative to the formulation of national policies for adolescent development programs, including the teen pregnancy prevention programs.
  • Initiating and developing national policies which govern the administration and Federal funding of adolescent development and teen pregnancy prevention programs, and the discretionary grants programs assigned to the Division.
  • Serving as a national expert and senior advisor to the Associate Commissioner, Deputy Associate Commissioner, and the FYSB management team providing authoritative advice on highly complex issues affecting pregnancy prevention programs that support at-risk youth, vulnerable youth, and other youth related issues.

Qualifications

Applicants must demonstrate that they meet the Basic AND Specialized Experience requirements as noted below.

Basic Requirement: You must meet one of the items listed below (A, B, or C):
A. Possess a degree in behavioral or social science; or related disciplines appropriate to the position. (Must provide transcripts)
B. Possess a combination of education and experience -- that provided you with the knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. (Must provide transcript)
C. Possess four years of appropriate experience that demonstrates acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.

Specialized Experience:
GS-15: You must possess at least one year of specialized experience equivalent in difficulty and responsibility at the GS-14 level in the Federal service that includes the following:
  • Directing programs related to adolescent pregnancy prevention and/or at-risk youth or vulnerable youth programs
  • Initiating and developing national policies which govern the administration and Federal funding of adolescent pregnancy prevention and/or at-risk youth or vulnerable youth programs
  • Providing authoritative advice on highly complex issues affecting programs that support adolescent pregnancy prevention and/or at-risk youth or vulnerable youth programs
  • Directing and/ or leading the development of legislative proposals for adolescent pregnancy prevention and/or at-risk youth or vulnerable youth programs
  • Providing guidance to adolescent pregnancy prevention and/or at-risk or vulnerable youth programs in the development of areas involving training and technical assistance, program policy, program initiatives, and complex organization issues
  • Providing key management advice and assistance to staff, grantees and youth serving professionals, organizations, the department and the general public concerning at-risk youth, vulnerable youth, or other youth related programs
  • Performing supervisory duties such as: evaluating employee performance, identifying developmental and training needs of staff members, and/or hearing and resolving group or individual grievances
Experience refers to paid and unpaid experience, including volunteer work done through national Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to gain employment. You will receive credit for all qualifying experience, including volunteer experience. If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.
