Summary

The Office of Inspector General (OIG) is seeking a skilled Human Resources (HR) professional to direct its human resources management program; and, deliver human resources services and support to managers and employees of the NASA OIG in Washington, DC, and its field offices located at NASA Centers in other geographical areas.

Responsibilities

  • Serves as key advisor to the Inspector General and OIG senior leadership. Gives expert HR advice on employee relations actions including removals, suspensions, performance improvement plans, medical accommodations, and letters of reprimand.
  • Responsible for recruitment, position classification, compensation and benefits, equal employment opportunity (EEO), diversity and outreach, discipline, grievances, appeals, senior executive program, workforce planning, and other HR programs.
  • Serves as a principal advisor on the most complex human resources and regulatory matters as they relate to personnel policies and procedures and specific human resources actions and issues.
  • Reviews new legislation, Executive Orders, Office of Personnel Management (OPM) issuances and related to ensure that the OIG HR policies conform. Takes the lead for implementing OIG, NASA and OPM projects and new or updated policy or procedures.
  • Manages the OIG Executive Resources Program. Works directly with OPM regarding the management of OIG executives and political appointees. Serves as an expert in the development of the executive resources performance and pay policies and procedures.
  • Assigns work and evaluates performance of subordinates; assists employees in improving performance; recommends promotions or disciplinary actions; resolves informal employee complaints; and, identifies developmental and training needs of employees.

Qualifications

To be qualified for the GS-15 grade level, your resume must reflect one year of specialized experience equivalent to the GS-14 grade level.

Specialized experience includes providing advisory and consultative services involving the full range of operational human resources functions (workforce planning, pay, leave, employee relations, staffing, and performance management); developing strategic goals for human resources programs; recommending and developing policies, procedures, and other guidelines for HR operations; and, supervising the delivery of HR services through a team of human resources specialists.

You must demonstrate in your resume, significant achievements, increasing levels of responsibility, and a solid record of successful professional performance.
