Summary

This position serves as Lead Personnel Security Specialist in the Office of Talent Management (OTM), Veterans Benefits Administration (VBA). Responsible for providing daily oversight of administrative and analytical HR-related duties to include: VA Directive and VA Handbook 0710; Personnel Suitability and Credentialing Program appointees have the appropriate level of background investigation to commensurate with assignments.

Responsibilities

The major duties include but not limited to:
  • Leads team Leads team in identifying, distributing and balancing workload and tasks among the team in accordance with established workflow, skill set and/or occupational specialties.
  • Communicates to the team the assignments, projects, problems to be solved, actionable events, milestones, and/or program issues under review, deadline and timeframes for completion.
  • Ensures that the organization strategic plan, mission, vision and values are communicated to the team and integrated into the team's strategies, goals, objectives, work plans, products and services.
  • Provides expert security policy analysis and subject matter expertise on security policy, procedures, directives, and memoranda designed to provide standardization, collaboration, and reciprocity.
  • Reviews, evaluates, and adjudicates personnel security and suitability investigations conducted by OPM, Federal Bureau of Investigation (FBI) and other investigative agencies.
  • Documents findings, makes security determinations, and formulates case disposition recommendations for various actions, including approval or denial of employment or retention in sensitive positions.
  • Works with VBA senior leadership to implement personnel security policies regarding suitability for Federal employment, security clearances, eQIP procedures, PIV services, and other functions of personnel security in Human Resources.
  • Analyzes current security personnel situations including debarments, adjudications, terminations and removals when security clearance does not meet civil service requirement for appointment in the Federal Government.
  • Oversees the operational aspects of work, collects and complies essential information on issues and operations to better analyze issues inconsistencies, or problems in achieving organizational goals.
  • Assists in the implementation of personnel security best practices in order to create consistency across the VBA enterprise

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/16/2020.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

GS-14: To qualify, applicants must have one year of specialized experience equivalent to at least the next lower grade (GS-13) in the normal line of progression for the occupation in the organization. Specialized experience is defined as work that involves:
(1) Experience in applying analytical and technical skills to formulate and direct program requirements to administer complex personnel security programs.
(2) Expert Knowledge of wide range of personnel security/suitability concepts, principles, and practices.
(3) Skills in resolving conflicting testimony or source and degree of significant information in public trust and/or security clearance adjudication cases.
(4) Experience in leading a team in identifying, distributing and balancing workload and tasks among the team in accordance with established workflow, skill set or occupation specialties.

To support your claim of time in grade, you must submit your most recent appointment, promotion, or within grade increase SF-50 (award and general adjustment SF-50s will not be considered). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
