Responsibilities

As a Supervisory Financial Systems Analyst (Branch Manager), you will:
  • Provide leadership, direction, and guidance in the management of the Federal government's systems and processes that increase the value, availability, and accessibility of federal financial data through authoritative data standards, user-centric websites, and customer interactions that allow for data to be easily understood and exchanged to enable sound decision-making, insights, and transparency.
  • Plan, direct the development of, and implement systems, processes, and data standards that preserve the data integrity among the systems, processes and data standards that increase the value, availability, and accessibility of federal financial data through authoritative data standards, user-centric websites, customer interactions, and analytics products and analyses.
  • Develop and recommend organizational goals and objectives for the policies, programs, and functions under the responsibility of the Assistant Commissioner, Fiscal Accounting; and the standards, performance measures, procedures and program plans, which contribute to the strategic business mission of the Fiscal Service.
  • Advise management, as well as customers and stakeholders on government wide data standards and reporting best practices for agency compliance with the Foundations for Evidence-Based Policymaking Act of 2018, OMB guidance related to federal data strategies, or the Digital Accountability and Transparency Act (DATA Act) and any new and amended requirements in relation to federal data.

Qualifications

You must meet the following requirements within 30 days after the closing date of this announcement.

Specialized experience: For the GS-14: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service which has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience for this must include:
- Experience managing the work of others, either in a project lead or supervisory capacity; AND
-
Experience implementing systems/websites to meet legislative mandates; AND
-
Experience building an audience for digital products such as a website.

In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-14, you must have been at the GS-13 level for 52 weeks.

CONDITIONS OF EMPLOYMENT:
- A one year probationary period may be required.
- A one year supervisory or managerial probationary period may be required.
- Public Trust - Background Investigation will be required.
- Must successfully complete a background investigation. Periodic reinvestigation is required no later than five years after selection and at least every succeeding five years.
- Obtain and use a Government-issued charge card for business-related travel.
