Project Scheduler (2020-06) Job Description: Responsible for providing and directing expert planning, scheduling andanalysis in all phases of the project/program planning and execution. Contribute engineeringscheduling expertise to multi-discipline teams of engineering and procurement professionals inproviding services to the customer project manager. - Serves as a Project/Program Scheduler with the responsibility for evaluating, planningand developing forecasts of time and resources needed for Cyber Research andDevelopment (R&D) engineering projects. Based on these factors, and in considerationof other assigned programs and projects in process and projected, develops optimumassignment and completion schedules; - Provides professional advice to peers, subordinates, or non-professional administrators ormanagers on engineering projects. Provides expert advice or guidance on projectscharacterized by constantly, or sometimes greatly, changing physical environment orother similar variables and unknowns affecting planning and design criteria and criticalproblems with respect to costs and economics; - Maintains a close relationship with the Project Manager and other involved technicalprofessionals to develop and establish project planning and execution schedules for newand ongoing projects. Included in project execution schedules are (a) determination ofproject execution type; (b) determination of project activities or tasks (work breakdownstructures) and their dependent relationships; (c) development of network logic models;(d) utilization of CPM/PERT techniques to determine anticipated time for each projectactivity; and (e) calculation of requirements for project resource allocations (manpower,finance and time); - Provides technical guidance to the Project Manager in reviewing and validating projectplanning and execution schedules and in responding to special reporting requirements; - Develops improvements in planning and scheduling techniques and monitors progressand results whether pre- formed in-house or by contract; - Provides critical review and analyses of project progress reports to identify any problemsor concerns that may affect the timely completion off a project s planning. Investigates todetermine the cause and circumstances of delays and reports these to the projectmanagers or other appropriate officials in a timely manner so that corrective measuresmay be taken; - Evaluates scheduling baseline data and incorporates salient factors into designconsiderations and solutions, evaluates basic project objectives, and identifies mosteconomical and efficient procedures for project execution and performance consideringall influences; - Performs additional assignments, studies and special projects at the direction of thesupervisor. Experience: Required - At least 7 years of project management experience including 4 years of direct recentexperience as a scheduler using MS Project or similar software tools. Preferred - Contract experience with large R&D acquisition programs, with a focus on IC orDoD SIGINT, Cyber, Information Operations, or R&D programs. Education: Required - Bachelor s degree in the field of Engineering; or have expert knowledge of advancedplanning and scheduling methodologies and their application to engineering program and projectmanagement principles including PERT, CPM, GANTT, Systems Analysis; Tiered Scheduling;resource loading/leveling; and performance management analysis. Preferred Masters Knowledge/Skills and Abilities: Required - Demonstrated expert knowledge in determining the Critical Path and performingSchedule status updates - Demonstrated knowledge of scheduling for projects using Earned Value Management - Demonstrated understanding of project management and the application of projectmanagement processes - Established and productive professional individual contributor - Ability to work independently with limited to no supervision Strong organizational skillsand attention to detail - Proficient with other MS Office products (Outlook, Word, Excel, Power Point, Visio andSharePoint) Preferred The following skills and qualifications (listed most important first) are not required, but they willenable candidates to become integrated with the team''s day-to-day operations at a faster rate.Candidates with these skills and qualifications may be given preference over those without them. - Familiarity with Agile software development methodologies - Experience on large-scale software and hardware development projects - Familiarity with DoD Contracting environment Training and Certifications: Required Qualify for PMP (obtain with-in 1 year of employment with company paid assistancewith-in one year of employment).
