Responsibilities

In this position, you will be responsible for responding to alleged or potential fraud, abuse, and wasteful practices in a wide variety of activities associated with agency-administered programs.Typical work assignments include:
  • Perform investigations of significant complexity and scope with potential far-reaching consequences, such as investigating internal corruption and employee misconduct; and conducts investigations for the recovery of government assets associated with, or the product of, employee misconduct.
  • Prepare or direct the preparation of accurate, concise, thorough and well-written materials concerning routine and controversial investigations, due to the extreme sensitivity of matters being investigated or an exceptional difficulty encountered in establishing interrelationships of facts or evidence.
  • Prepare analysis of issues and complaints received from the DHS/OIG office, and other field offices, covering types and trends of action for presentation to the Director of the Office of Compliance and Security.
  • Maintain a system for receipt and accountability of investigative information regarding a wide range of misconduct allegations and other areas of special interest, potentially generating Presidential, Congressional, DHS, and/or media interest, due to the subject and/or nature of the investigation.
  • Organize, mentor, and oversee new and evolving investigative personnel, assigned as a member of multidisciplinary investigative teams, conducting or resolving complex investigative issues.
  • Conduct subject, witness and complainant interviews and prepare written sworn statements of the same.
  • Develop and present evidence that reconstructs event, sequences and time elements that establish relationships, responsibilities, legal liabilities, and/or conflicts of interest in a manner that meets requirements for presentation in various hearings or other proceedings.
  • Collect and assemble facts, define conclusions and/or trends, followed by precise presentation to senior leaders and other CISA officials.

Qualifications

You qualify for the GS-13 grade level (starting salary $102,663.00) if you possess one year of specialized experience at the GS-12 grade level performing the following duties:
  • Conducting investigations of internal or external corruption and/or misconduct;
  • Preparing written analysis of issues and complaints; and
  • Leading members of multidisciplinary investigative teams.
  • You qualify for the GS-14 grade level (starting salary $121,316.00 ) if you possess one year of specialized experience at the GS-13 grade level performing the following duties:
  • Planning, conducting, or managing investigations;
  • Developing innovative strategies, or methods to establish the framework for investigation findings;
  • Reviewing written materials; and
  • Overseeing new and evolving investigative personnel.
  • National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

    Current or Former Political Appointees: The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.
