Responsibilities

This position is located within the Systems and Equipment Section, Medium Endurance Cutter Product Line (MECPL) Division of the U. S. Coast Guard Surface Forces Logistics Center. The incumbent functions as a Configuration Data Manager (CDM) performing administrative work involved with collecting, analyzing, interpreting and developing specialized Configuration Management (CM) information about cutter asset classes supported by the MECPL. Work also involves providing CM advisory services to those who design, test, produce, procure, supply, operate, repair or dispose of equipment. The work requires applying intensive and practical knowledge of the characteristics, properties, and uses of equipment. Knowledge is of the type gained from CM training, education, and experience in functions such as repairing, overhauling, maintaining, constructing, or inspecting equipment.

Typical work assignments include:

Performing life cycle Configuration Data Management utilizing the following CM sub-disciplines:

Selecting Configuration Items (CI) at appropriate levels of the product structure to facilitate the documentation, control and support of the items and their documentation.

Determining the types of configuration documentation required for each CI to define its performance, functional and physical attributes, including internal and external interfaces. Configuration documentation provides the basis to develop and procure software/parts/material, fabricate and assemble parts, inspect and test items, and maintain systems.

Determining the appropriate configuration control authority for each configuration document consistent with logistic support planning for the associated CI.

Issuing identifiers for the CIs and the configuration documentation.

Maintaining the configuration identification of CIs to facilitate effective logistics support of items in service.

Releasing configuration documentation.

Establishing configuration baselines for the configuration control of CIs.

Providing efficient processing and implementation of configuration changes that maintain or enhance operational readiness, supportability, interchangeability and interoperability.

Ensuring complete, accurate and timely changes to configuration documentation are maintained under the appropriate configuration control authority.

Controlling and documenting engineering changes.

Developing and managing CM system data to ensure accurate and timely asset maintenance.

Qualifications

QUALIFICATIONS FOR GS-11: Candidates must have at least 1 full year of experience equivalent to at least the GS-9 level in the Federal service performing work involved applying an intensive knowledge of the characteristics, properties, and uses of marine equipment. This experience may have been gained by reviewing and applying technical specifications and requirements; analyzing equipment and forecasting spare parts requirements; determining appropriate configuration control authority; reading and interpreting engineering change orders, equipment requisitions, shop orders, and work orders; analyzing contract specifications and examining pertinent equipment to determine if specifications are met; and analyzing or supervising maintenance, repair or production operations to determine methods of improvement.

Candidates may also meet the qualification requirements of the position through completion of a Ph.D., or at least 3 years of graduate-level education towards such a degree, in engineering or technology.

COMBINING EDUCATION AND EXPERIENCE: When an applicant has less than one year of specialized experience as described above, he or she may combine successfully completed graduate-level education with experience to meet the total qualification requirements.

Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.

You will receive credit for all qualifying experience, including volunteer experience.

  • Knowledge of general-purpose computer equipment and communication links. Working knowledge of operating system to assist in the performance of other duties and responsibilities.
