Due to the Pandemic, and individual states with different phases of reopening, the selectee's report date to the official duty station/facility may be delayed until such time as employees are allowed to report to the workplace. The person selected may telework up to the maximum extent possible, up to and including full time, until it is safe to relocate.

Responsibilities

Leads the activities for a geographic region in the world. Incumbent makes recommendation to the AFS-50 Division Management Team, The Executive Director of Flight Standards (AFX-1), the Executive Director Flight Standards Service (AFX-1), the Associate Administrator for Aviation Safety (AVS-1), the Assistant Administrator for International Aviation (APL) and other senior management on the course of action for technical assistance, international training, bilateral agreements, ICAO initiatives, aviation technologies, and other activities.

Develops a strategic plan for the region, whose primary goal is to strengthen the safety oversight organization of the civil aviation authorities. Acts as the senior focal point for monitoring progress on the annual action plan and prepares periodic reports to management and identifies any required budget request to ensure complete of the strategic plan activities.

Coordinate with the Office of the Assistant Administrator for International Aviation (APL) on technical assistance, policy and operational issues affecting Flight Standards (FS) Service areas of responsibility, FAA and foreign civil aviation authority coordination of FS-related Bilateral Aviation Safety Agreements (BASA) and affiliated implement procedures/annexes under the BASAs, and representing FS at international forums. Contacts are internal and external to the FAA.

Provides international policy guidance to FAA management and field office personnel participating in safety oversight activities involving the countries in the region through coordination with other technical division experts.

Performs other duties as assigned.

Qualifications

IN ADDITION TO MEETING THE BASIC EDUCATIONAL REQUIREMENTS BELOW:

To qualify for this position, at the FG-13 level, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FG-12/FV-H level. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.

Specialized experience includes experience:
  • Planning, developing, evaluating or recommending policies for military or civil aviation related programs.
  • Coordinating with representatives from federal government agencies, civil aviation representatives, foreign government and embassy officials, or international aviation groups to develop aviation safety, air traffic control or air navigation agreements.
  • Developing presentations, briefings, issue papers, reports, speeches and other correspondence on a variety of international program activities for management's review and delivery at major international meeting.

  • To qualify for this position, at the FG-14 level, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FG-13/FV-I level. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.

    Specialized experience includes experience: Leading and coordinating aviation related activities with U.S. Government agencies, foreign civil aviation authorities and international organizations, providing advice and guidance to higher level officials on U.S. civil aviation policies, practices and procedures, and/or working collaboratively with international aviation partners (i.e., U. S. aviation industry representatives, embassies, foreign governments, international civil authorities) to promote safety and efficiency in global air transportation systems..

    Basic Requirements
  • Degree: major or equivalent, or a combination of courses totaling at least 24 semester hours, in international law and international relations, political science, economics, history, sociology, geography, social or cultural anthropology, law, statistics, or in the humanities; or 12 semester hours in one of the above disciplines and 12 semester hours in statistics/quantitative methods.

  • OR
  • Combination of education and experience: courses equivalent to a major, or a combination of related courses totaling at least 24 semester hours, as shown in A above, plus appropriate experience or additional education.

  • OR
  • Experience: four years of appropriate experience in one or more of the fields listed above in work associated with international organizations, problems, or other aspects of foreign affairs.

  • Applicants, who are not currently in the 0130 occupational series in the Federal Government and fail to provide a copy of an unofficial or official transcript will not receive further consideration for this vacancy.
