The NRO will make selections at the GG-14 level for this position.


As a SENIOR SUPERVISORY BUDGET ANALYST you will be responsible for the following duties:
  • Directs a program or major program segment with significance resources (e.g., a multi-million dollar level of expenditures. et al).
  • Evaluates work performance of subordinates, interviews candidates for position, recommends appointments, promotions, or reassignments.
  • Informs subordinates on overall goals, areas of special emphasis, and priority projects.
  • Makes decisions on non-routine, costly and/or controversial training needs and training request related to employees in the unit.
  • Reviews and assesses cost and schedules performance for all assigned programs.
  • Participates in Senior Review Boards, Engineering Review Boards, Integrated baseline Reviews, Joint Surveillance Reviews, Budget Reviews, and Program Management Reviews with other government agencies, and other reviews as required.
  • Secures classified information in accordance with EO 13526, and adheres to the tenents of NRO Directive 80-3, EEO and Diversity Management.

Travel Required

25% or less - May be required to travel CONUS and OCONUS in military or commercial aircraft to perform temporary duty.

This position is a Senior Level DCIPS position. DCIPS Senior Level positions include GG-14. The NRO is accepting applications from both Non-Federal Government and current GS/GG-14 Federal Government employees for this position. Federal government employees, who are currently at a GS/GG/14, or equivalent may ONLY apply for a lateral assignment at their current grade level, and step.

Specialized experience required for this position is for the GG-14:
  • Ability to plan workflow, make work assignments, adjust workloads and adapt or modify procedures as necessary according to resources and other budgetary requirements.
  • Program management, methods and practices of allocation of financial and manpower resources..
  • Apply financial, accounting, budget, cost analysis, and management functions of DoD acquisition requirements, developments, and approval processes.
  • Skill in the application of analytical methods and techniques to evaluate programs plans and funding.
  • Demonstrate a full range of personnel management methods and practices to include the technical and administrative supervision of subordinate staffs.

  • This position is Defense Acquisition Workforce Improvement Act (DAWIA): Acquisition Category K- Business, Cost Estimating, and Financial Management Level II & III and incumbent must meet appropriate certification requirements IAW the Defense Acquisition Workforce Improvement Act (DAWIA) no later than 24 months after accepting this position.

    DAWIA: THIS IS A CRITICAL ACQUISITION POSITION (CAP). Unless specifically waived by the appropriate Component official (i.e. the Director of Acquisition Career Management for the component, the Service Acquisition Executive, or the Service Secretary) or if the employee is "grandfathered" under 10 U.S.C. 1736 (c) (1), the following are statutorily mandated requirements (Reference: 10 U.S.C. 1733 and 1737).Employee must be a member of an Acquisition Corps at the time of appointment.
    • Employee must execute, as a condition of appointment, a written agreement to remain in Federal Service in this position for at least three years. In signing such agreement, the employee does not forfeit any employment rights, nor does such an agreement alter any other terms or conditions of employment.
    • Employee must meet, or be capable of meeting, the Defense Acquisition Work Improvement Act (DAWIA) requirements applicable to the position. This position requires a Level II & III in K (Business-Financial Management). Incumbent must meet appropriate certification requirements IAW the DAWIA no later than 24 months after accepting this position.
    • Employee is expected to meet Continuing Acquisition Education requirements.
    DoD FM Certification: This position requires DoD Financial Management Level III certification. The employee will be allotted 24 months in which to achieve the Financial Management certification requirement in accordance with DoD Directive 5118.03 and section 1599d of Title 10, USC.
    • Once certified, the position has a continuing requirement for professional education and training in order to maintain and improve their Financial Management proficiency and skills.
