EMERGENCY ASSIGNMENT: Every FEMA employee has regular and recurring emergency management responsibilities, though not every position requires routine deployment to disaster sites. All positions are subject to recall around the clock for emergency management operations, which may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee's official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and may require employees to relocate to emergency sites with physically austere and operationally challenging conditions.

In this position, you will be responsible for performance of educational duties for a broad range of educational systems and courses.

Typical assignments include:

  • Conducting assessments to determine training needs, level of knowledge for learning /instructional design, determining appropriate delivery method and structure project, as well as, training/course assessment plan.
  • Applying ADDIE for adult course design and development projects for online, self-study and classroom-based adult training to include specific assessment strategies for evaluation of process and content.
  • Reviewing course content for course parameters to assure sound educational methodology that will meet the identified student population learning needs.
  • Conducting professional education evaluations through the use of sound adult education evaluation instruments, observations, examinations, and questionnaires.
  • Developing statement of work for curriculum development initiatives, pilot testing, evaluation, and revision of courses and training activities.

Qualifications

The qualification requirements listed below must be met within 30 days of the closing date of this announcement.

To qualify for this position, you must possess the following:

A degree that included or was supplemented by at least 24 semester hours appropriate to the work of the position. The course work must have included study in at least four of the following five areas:

  • Learning theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design, development, and validation of instructional material.
  • Instructional design practices: Study of the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness.
  • Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments.
  • Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training.
  • Computers in education and training: Study of the application of computers in education and training, including selecting appropriate computer software.


  • In addition to the basic requirements above, you must also possess the following:

    You qualify for this position at the GS-11 level (starting salary $72,030) if you possess the following: One full year of specialized experience equivalent to the next lower grade (GS-09) in the Federal Service. This experience may have been gained in the federal government, a state or local government, a non-profit organization, the private sector, or as a volunteer; however, your resume must clearly describe at least one year of specialized experience. Specialized experience for this position includes:

    • Developing and evaluating adult curriculum content for online (e.g., web-based, online self-study, virtual classrooms) and traditional classroom deliveries based on models such as the ADDIE and Kirkpatrick Evaluation.


    OR

    3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree

    OR

    Combination of education and experience described above, which meets 100% of the qualification requirement.

    You qualify for this position at the GS-12 level (starting salary $86,335) if you possess the following: One full year of specialized experience equivalent to the next lower grade (GS-11) in the Federal Service. This experience may have been gained in the federal government, a state or local government, a non-profit organization, the private sector, or as a volunteer; however, your resume must clearly describe at least one year of specialized experience. Specialized experience for this position includes:

    • Designing, developing, and evaluating adult curriculum content for online (e.g., web-based, online self-study, virtual classrooms), and traditional classroom deliveries based on models such as the ADDIE and Kirkpatrick Evaluation; and
    • Developing curriculum that strengthens and supports emergency response (e.g., fire, EMS, police, military, etc.).


    Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
