About the Position: This is a permanent position with Headquarters, United States Army Corps of Engineers (HQUSACE) located at the Govenrment Accountabiity Ofifce (GAO) building in Washington, DC.

Mission: The Directorate of Civil Works is a major component of the U.S. Army Corps of Engineers and programs include water resource development activities to include flood risk management, navigation, recreation, and infrastructure and environmental stewardship and emergency response.

Responsibilities

  • Serves as a staff advisor, consultant, and technical authority in the formulation, implementation, and evaluation of policies related to the execution of design, solicitation, and construction as performed by Corps of Engineers worldwide.
  • Incumbent will address specific areas of construction management; construction practices and procedures; contracting and contractor concerns; and construction execution policy issues and construction policy matters.
  • Incumbent will be responsible for the formulation and development of policies to ensure technical and operational efficiency of design and construction projects.
  • Makes recommendations to higher authority on matters related to design and construction policy, standards, and guidance involving policy proposed for general application to field offices impacting Military and Civil Works construction programs.
  • Conducts special studies to analyze, evaluate and make recommendations for approval.
  • Collaborates with Division Chiefs and with the Chief, Engineering and Construction in formulating and establishing command policies to ensure a uniform and balanced design and construction program.
  • Develops and evaluates systems to obtain customer and field office feedback on the effectiveness of design and construction policy.
  • Provides guidance to field offices for the preparation of controversial cases when matters on Corps policy are involved.
  • Represents USACE, the Division, Chief of Engineers, and Department of Army (DA) as required, in Federal interagency activities, special task forces, work groups, and committees where a coordinated position on design and construction policy.


Travel Required

Occasional travel - Temporary Duty (TDY) or Business Travel maybe required up to 20% throughout CONUS and OCONUS to provide policy guidance and solve complex planning, design, engineering, and construction problems.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
  • This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for certification at Level III in Acquisition Career Field Facilities Engineering within 24 months of entrance on duty.
  • This is an Army Acquisition, Technology, and Logistics Workforce position. The employee must meet Department of Defense Instructions (DoDI) 5000.66 requirements applicable to the duties of the position.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
To qualify based on your experience, your resume must describe at least one year of specialized experience which prepared you to do the work in this job which includes: applying professional knowledge of advanced engineering or architectural theories, principles, concepts, and standards; developing policies to solve complex planning, design, engineering, and construction problems; evaluating effectiveness of design, acquisition, construction, or facility management projects and policies used to support the command's objectives; participating in work groups, committees, professional societies and construction and trade associations to collect and disseminate information; providing direction on controversial issues pertaining to policy-related matters; and preparing a variety of documents and representing the organization to convey complex information. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).

This position requires a Professional Engineer or Architect Registration. The required type of Registration shall be consistent with the principal duties, responsibilities, and nature of the position.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).
