Specialized Experience: One year of specialized experience which includes (1) defining administrative requirements such as interpreting policies or regulations, to provide guidance on contract related matters; (2) developing courses of actions regarding complex contract issues to advise management officials; (3) analyzing and preparing program status reports/reviews for senior leadership; and (4) evaluating incurred costs on contracts.This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-02 or GS-11).

This is a DOD Demonstration Project position. Under the Defense Authorization Act, personnel management demonstration programs are operating in numerous Army activities and various other organizations supported by Army civilian personnel centers. Under the streamlined personnel operations for the demonstration projects, the familiar 15 General Schedule grade structure is replaced with broad pay bands that typically encompass a range of grades. For example, acquisition jobs in level NH-III of broad banding encompass the traditional GS-12 through GS-13 grades. Other initiatives under the demonstration projects include simplified job classification, streamlined hiring processes, and expanded developmental opportunities.
Education
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

Responsibilities
- Manages the contracting aspects for overall planning (pre-award) and managing (post-award) of CECOM contracts.
- Maintains contract file system from development, pre-award, post-award, and termination or closure.
- Planning, programming, budgeting, scheduling, financial management execution, contracting, cost/risk analysis, engineering and/or logistics planning.
- Performs during post award as Contracting Officer?s Representative; appointed to monitor the resulting contracts and initiate modifications and orders as necessary.
- Prepares and maintains technical and administrative reports on contractor's performance, violations and deficiencies noted and submits monthly reports to the Contracting Officer.
