Summary

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for DHA for Acquisition Demo - Business and Tech Management to recruit and appoint qualified candidates to positions in the competitive service.

About the Position: Serve as the AEC Integrator for the Rapid Capabilities and Critical Technologies Office (RCCTO) in the Soldier Evaluation Directorate. Support RCCTO efforts by providing test and evaluation support for emerging technologies.

Responsibilities

  • Serves as the Rapid Capabilities and Critical Technology Office (RCCTO) Cross Functional Team (CFT) Integrator and subject matter expert (SME) advisor to the Commanding General, Army Test and Evaluation Command (ATEC) and Director.
  • Responsible for synchronizing and integrating ATEC-wide efforts in support of RCCTO to design and develop the Army's future force plans.
  • Monitors and provides expert and authoritative advice impacting ATEC's support to the modernization of the Army and the modification of acquisition processes.
  • Serves as a principle staff SME for test and evaluation (T and E) related to materiel and concept requirements associated with science, technology, research, development, acquisition, and fielding of equipment.
  • Researches and resolves unique or novel problems, conditions or issues; develops or participates in developing CFT T and E policy guidance.
  • Develops /operational test and concepts and capability assessments of the RCCTO portfolio within ATEC.
  • Conducts routine consultation with organizations outside of ATEC to ensure ATEC's position is well known and to resolve diverse viewpoints and controversial issues.
  • Develops recommendations for improvements in processes, policies and regulations governing T and E within the materiel acquisition processes.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Position requires incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance, or access, for duration of employment.
  • Position requires incumbent be Level III certified in the acquisition career field of Test and Evaluation within 24 months of entrance on duty.
  • Position requires incumbent to occasionally travel away from the normal duty station (up to 25% of the time).
  • Appointment to this position is subject to a two year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.

To qualify based on your education and experience, your resume must describe at least one year of specialized experience. This definition of specialized experience is at the NH-03/GS-13 equivalent grade/pay band in the federal service, which prepared you to do the work in this job. Specialized experience is defined by performing the following duties; 1) Analyzes the effectiveness of weapon systems to support test and evaluation of overall operational utility and technical performance AND; 2)Coordinates test and evaluation plans to meet objectives AND; 3)Leads interdisciplinary teams to accomplish objectives to present results for senior leaders.

Basic Educational Requirement-General Engineer 0801 (Transcripts Required)

A. I have successfully completed a full four-year professional engineering curriculum leading to a bachelor's or higher degree in engineering in an accredited college or university. The curriculum included differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR

B. I have successfully completed a full four-year professional engineering curriculum leading to a bachelor's or higher degree in engineering from an accredited college or university that has an engineering curriculum accredited by the Accreditation Board for Engineering and Technology (ABET). (NOTE: You must provide college transcripts to support educational claims)

OR

C. I have successfully passed the Fundamentals of Engineering (FE) Exam (formerly known as the Engineer-in-Training or EIT), or the written test required for professional registration administered by the Boards of Engineering Examiners in the various States, the District of Columbia, Guam, and Puerto Rico. I have completed all the requirements for a bachelor's degree in engineering technology (BET) from an accredited college or university that included 60 semester hours of courses in the physical, mathematical, and engineering sciences, or I have completed a BET from an ABET accredited program. (NOTE: You must provide college transcripts to support educational claims and certificate of completed EIT exam)

OR

D. I am registered as a Professional Engineer in the District of Columbia, Guam, Puerto Rico, or any State in the United States. The registration is based on a written examination given by the State Board. (NOTE: You must provide a copy of your professional engineering license and college transcripts to support educational claims)E. I have a combination of at least four years of college level education, training, and/or technical experience that included successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences, including the courses listed in paragraph "A" above. Course work completed is fully acceptable toward the requirements of a professional engineering curriculum.

A. A bachelor's degree (or higher degree) in operations research.

The pay band NH-04 is equal to the former GS-14 step 01 through GS-15 step 10. AEC uses salary control points within the salary range to allow for differentiation in the level of positions within the same broadband. Therefore, the salary for this position will be set no higher than $161,403.
