This position is located in the Department of Commerce (DOC), Bureau of Industry and Security (BIS), Office of the Assistant Secretary for Export Enforcement (EE), Office of Export Enforcement (OEE), Washington, District of Columbia.

The selectee may be eligible for up to 25% Law Enforcement Availability pay.

Responsibilities

  • Evaluating approved and distributes leads, original requests, complaints and allegations from sources outside OEE and investigative trends within EE. Conducts periodic case and program reviews to ensure effective case management
  • Completing documentation, evidence control, training, and operational budget oversight.
  • Supervising investigations and unit operations.
  • Coordinating findings, as appropriate, with other law enforcement agencies, regulatory agencies, BIS Office of Chief Counsel (OCC), other DOC program areas, the United States Attorney's Office in preparation criminal prosecutions.
  • Reviewing, approving, and resolving deficiencies regarding field office input. Ensures investigators summarize & report all investigative activities in a clear, logical and impartial manner.

Qualifications

Applicants must demonstrate that they meet the Minimum Qualification requirements as noted below.

Specialized Experience: GS-14: You qualify for the GS-14 grade level if you possess one year of specialized experience, equivalent to the GS-13 grade level in the Federal government, performing the following duties:
  • Directing and evaluating the operations of an investigative/intelligence organization and determined what major projects are initiated, dropped or curtailed in accordance with enforcement problems regarding local, national and/or international welfare and/or security; and
  • Determining what compromises to make in operations in view of public relations implications and the need for program support from other law enforcement and intelligence groups.
All qualification requirements must be met by the closing date of this announcement. Qualification claims will be subject to verification.

FIREARMS.
Selectee will be required to carry and use a firearm, demonstrate proficiency on a recurring basis, and not be in violation of 18 USC 922 (Lautenberg Amendment).

NOTE: LAUTENBERG AMENDMENT - This position authorizes the incumbent to carry a firearm. Any person who has been convicted of a felony or misdemeanor crime of domestic violence cannot lawfully possess a firearm or ammunition (Title 18, USC Section 992(g)). A felony or misdemeanor crime of domestic violence is generally defined under the statute, as any offense involving the use or attempted use of physical force, or the threatened use of a deadly weapon, committed by the victim's current or former domestic partner, parent or guardian. The term convicted, as defined in the statute, excludes any person whose conviction has been expunged, set-aside or pardoned, or any person whose civil rights have been restored, so long as such restoration does not restrict the shipping, transport, possession or receipt of firearms or ammunition. Candidates who have been convicted of a felony or misdemeanor crime of domestic violence within the meaning of the referenced statutes are not eligible for the position.

MEDICAL REQUIREMENTS: Selectee must be able to successfully pass annual and periodic physical/medical examinations, drug screenings, and psychological screenings to maintain a level of physical fitness in accordance with the standards and policies of this agency.

The duties of positions in this series require moderate to arduous physical exertion involving walking and standing, use of firearms, and exposure to inclement weather. Manual dexterity with comparatively free motion of finger, wrist, elbow, shoulder, hip, and knee joints is required. Arms, hands, legs, and feet must be sufficiently intact and functioning in order that applicants may perform the duties satisfactorily. Sufficiently good vision in each eye, with or without correction, is required to perform the duties satisfactorily. Near vision, corrective lenses permitted, must be sufficient to read printed material the size of typewritten characters. Hearing loss, as measured by an audiometer, must not exceed 35 decibels at 1000, 2000, and 3000 Hz levels. Since the duties of these positions are exacting and responsible, and involve activities under trying conditions, applicants must possess emotional and mental stability. Any physical condition that would cause the applicant to be a hazard to themselves or others is disqualifying.

Time-in-Grade Requirements: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under a non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). Time-In-Grade requirements also apply to current employees applying for a Veterans Employment Opportunities Act of 1998 (VEOA) appointment. NOTE: All current or former Federal employees must provide a copy of their SF-50 (you may need to submit more than one), "Notice of Personnel Action" that indicates proof of status and time-in-grade eligibility. The SF-50 must include your position, title, series, grade, step, tenure (1 or 2), and type of service (Competitive or Excepted).

: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Education

MANDATORY COMPLETION OF BASIC TRAINING. Applicants who have satisfactorily completed a basic law enforcement training program provided by the Federal Law Enforcement Training Center, or an equivalent training program which provided instruction in the laws of arrest, search and seizure as they relate to investigating offenses against the United States should provide a copy of your certification during the hiring process. Selectees who do not possess such certification will be required to successfully complete the course after entrance on duty.

Background Investigation: To ensure the accomplishment of its mission, the Department of Commerce requires each and every employee to be reliable and trustworthy. To meet those standards, all selected applicants must undergo and successfully complete a background investigation for Top Secret Security-SCI clearance as a condition of placement in this Special Sensitive position. This review includes financial issues such as delinquency in the payment of debts, child support and/or tax obligations, as well as certain criminal offenses and illegal use or possession of drugs.

MAXIMUM ENTRY AGE. This position is covered by the special retirement provisions for Federal Law Enforcement Officer (LEO). Candidates without previous LEO service must be under age 37. Those with current or prior federal LEO coverage will be considered only if they can demonstrate that they will have completed 20 years of covered service by mandatory retirement age of 57. This requirement is waived for Veterans .

  • Skill in collaborating with other law enforcement agencies or regulatory agencies in order to conduct joint investigations and prepare for criminal prosecutorial proceedings.
  • Ability to effectively communicate in writing investigative findings or recommendations pertaining to Export Enforcement activities.
