Summary

This position is located in the Office of the Director for the Civil Division within the District of Columbia Superior Court. The incumbent provides leadership, technical assistance, and oversight of caseflow management, caseload activity, performance measures, performance management, and training services in support of division programs.

Responsibilities

Brief description of major duties:
  • Provides assistance and advice to management on data entry, data extraction, data sampling, and metrics reporting for case management and other data reporting functions.
  • Adapts analytical techniques and evaluates criteria on a quantitative and/or qualitative basis toward the measurement and improvement of program effectiveness and productivity.
  • Generates statistical reports and provides case management data to assist in the formulation of management action plans, key performance indicators, and performance targets.
  • Develops division standard operating procedures (SOPs) and recommends improvements to existing SOPs to ensure operational effectiveness, standardization of business practices, and consistency in execution of processes and procedures.
  • Participates in discussions, meetings, conferences and conference calls with division leadership, subject matter experts, and technical personnel to gain information; investigate facts; present conclusions and recommend and solutions.
  • Identifies, assesses, develops and implements training for staff and assists in the process of knowledge transfer to ensure staff proficiency on proper case management processes and procedures.
  • Provides administrative and technical assistance and procedural information to attorneys, judicial officers, Court personnel, and the general public.
  • Represents the division on committees, projects, and initiatives involving case management and caseload data activity and reporting.

Qualifications

Minimum Qualifications:

Bachelor's Degree in Business, Public Administration or a related field, plus six (6) years of experience working in a general office, public service setting, or court environment including at least two (2) years of experience in a position requiring data collection, analysis and reporting; researching, analyzing, interpreting, or drafting policies, rules, and procedures.

Education Substitution:

Master's degree in Business, Public Administration or a related field plus five (5) years of experience working in a general office, public service setting, or court environment including at least two (2) years of experience in a position requiring data collection, analysis and reporting; researching, analyzing, interpreting, or drafting policies, rules, and procedures.

Doctoral or Law degree plus four (4) years of experience working in a general office, public service setting, or court environment including at least two (2) years of experience in a position requiring data collection, analysis and reporting; researching, analyzing, interpreting, or drafting policies, rules, and procedures.

Education

This job is being filled by an alternative hiring process and is not in the competitive Federal civil service.
