  • The Project Manager shall perform day to day management of overall contract support operations possibly involving multiple projects and groups of personnel at multiple locations, for the life cycle of the project.

Duties and Responsibilities:
  • Organize, direct and coordinate the planning and production of all contract support activities.
  • Ensures and always supports the communication of planning and production by the contractor team to the OTD, LSOTA Director, Deputy Director and Technical Director.
  • Provide managerial guidance to the contractor team in performance of the work and reviews the quality of all work products.
  • Establish and alter (as necessary) corporate management structure to direct effective contract support activities.
  • Maintain and manage the client interface at the senior levels of the client organization, to include direct reporting and coordination with Government Technical Lead and the assigned Contracting Officer Representative.
  • Ensure quality assurance and control of contractor developed products and services, including conflict resolution and risk management.
  • Oversee the products and services of contractor team; responsible for planning and executing the cost, schedule, performance, and risks of executing the tasks.
  • Provide contract status reporting to the designated COR.
  • Ensure full conformance with contract requirements, schedules, and costs.
  • Responsible for timely completion and submission of contract Deliverables.
  • Provide timesheet training to new employees.
  • Maintain quality management efforts for the program/projects in accordance with Chenega company policies and procedures.
  • Other duties as assigned

Minimum Qualifications: (To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.)
  • Bachelor's degree (or higher level degree) in Program/Project Management, Business Management or related discipline.
  • 7 years experience in test and evaluation and program management to include Agile-developed software intensive systems.
  • Ability to obtain a Level I DHS T&E certification or equivalency as per DHS Policy 064-04-004 and current course standards within 6 months of hire.
  • DHS Background Investigation and Clearance is required.
  • Must be a U.S. citizen.

Knowledge, Skills and Abilities:
  • Ability to meet DHA security requirements.
  • Possess strong program management and leadership skills necessary to lead and manage the contractor team and assist the Government technical lead in ensuring tasks are performed to Government requirements.
  • Ability to develop a project management plan, coordinate support team activities, issues, hiring, training, certification of supporting personnel, and cost, schedule, and performance of the contract with the COR and Government technical lead.
  • Must have excellent written, verbal and interpersonal skills required: ability to interact with all levels of staff, government personnel, and management.
  • Ability to multi-task in a high stress, performance-based environment.
  • Ability to provide technical guidance to the contractor team in support of tasks and duties.
  • Possess a high level of integrity and accountability.
  • Ability to travel up to 20% as requested by customer.

  • The employee will normally work in a temperature-controlled office environment, with frequent exposure to electronic office equipment.
  • During visits to areas of operations, may be exposed to extreme cold or hot weather conditions. Is occasionally exposed to fumes or airborne particles, toxic or caustic chemicals, and loud noise.
