Assistant City Manager for Public-Private Partnerships (P3)

An Overview
As a member of the City Manager's Senior Leadership Team, the Assistant City Manager for Public- Private Partnerships reports to the City Manager and a Deputy City Manager and is responsible for leading the overall public private partnership (P3) initiatives for the City primarily via capital project planning and financing, leveraging of City assets and resources to implement City infrastructure and facilities, economic development related public sector and private sector projects, as well as facilitating the development and implementation of alternative service delivery strategies.

The City of Alexandria has a long history of developing innovative, progressive solutions (such as the Torpedo Factory Arts Center, a waste-to-energy facility, Potomac Yard Metro rail Station, and affordable housing development) which have involved joining the financial and knowledge-based strengths of the private sector with the public sector's in undertaking of complex affordable housing, cultural, transportation and other projects. The City of Alexandria works to support economic growth and development in Alexandria. Which requires detailed financial analysis to support.

The City wishes to rely less on its AAA/Aaa rated general obligation bond issuing capacity and to expand its efforts in the P3 area in a cost effective and responsible manner and requires a professional with substantial experience in P3 program design and delivery, particularly as it implements its $2.1 billion 10-year capital improvement program. Over the last decade these functions have been largely carried out by the City Manager in his current capacity, and in his prior position as a Deputy City Manager.

The Opportunity
  • Lead the development and delivery of the overall City P3 initiatives,
  • Under the authority of the City Manager, collaborate, manage and coordinate the P3 initiatives across multiple departments and community organizations.,
  • Develop financing partnerships with private developers where City participation is both necessary and desirable to support economic development,
  • Lead negotiations and structure possible public financial participation in private development via:
    • Tax Increment Financing (TIF) to incent private development,
    • Developer contributions to City development-related projects and small area plans,
    • Value capture future tax streams from proposed development to fund public projects,
    • Special tax districts,
    • Special purpose authorities (IDA's, CDA's, RDA's, etc.), and
    • Federal programs (tax credits, Opportunity Zones, etc.)
  • Find, structure and implement design-build--operate-maintain (DBOM, DBFOM, etc.)) opportunities,
  • Advise City Manager on lifecycle procurement opportunities,
  • Assist the Alexandria City Public Schools (ACPS) in developing P3 opportunities as part of its $530 million 10-year school building and rehabilitation program which the City funds,
  • Advise the City Manager on economic development proposals and opportunities which will include extensive collaboration with the Alexandria Economic Development Partnership which functions as the City's economic development agency,
  • Review and advise on affordable housing project partnerships proposed by the Office of Housing, and
  • Explore and implement further expansion of the use of the private non-profit and for-profit sectors in the delivery of City services and programs.
  • Assist in managing interdepartmental project and program development.

The Ideal Candidate
To qualify for this senior level position, candidates must possess a bachelor's degree and at least 5 to 10 years of increasingly responsible professional experience in the development of private-public operating or capital/economic development partnerships which created public value. Substantial experience which focused on the financing and the delivery of capital projects including facilities and infrastructure is required.

To be considered an ideal candidate, one must have earned a master's degree in public or business administration, public finance, public policy or in a related field. Knowledge of the basics of project finance and experience in development and implementation of projects is essential, as is the ability to undertake multi-year financial modeling. Experience in negotiations and deal structuring with the private sector is essential. Knowledge of tools of public financial participation in private development. The candidate must also have exhibited practices which are consistent with the City government's adopted Values of Respect, Teamwork, Integrity and Continuous Improvement.

Specifically, the ideal candidate will have the following:
  • At least 3 years of state or local government experience at a senior level working to analyze and implement P3 projects including P3 capital projects,
  • At least 5 years of experience working on P3 economic development, public facilities, or infrastructure projects for a state or local government,
  • Knowledge and capabilities to undertake complex financial modeling, and
  • Knowledge of the principals and application of commercial land use planning and real estate development.
  • Project management experience leading cross-disciplinary teams
