Responsibilities

This Vacancy is using the Direct-Hire authority to recruit for positions for which there is a critical hiring need. Using the Office of Personnel Management's approved government-wide direct hire authorities, agencies may appoint candidates directly to jobs, without regard to the provision of Title 5 U.S.C 3309 through 3318, for which OPM determines that there is a severe shortage of candidates or a critical hiring need.

The Chief Information Officer (CIO) is the principal advisor to the under secretary of commerce for intellectual property and director of the United States Patent and Trademark Office on the application and transformation of information technology (IT) for the USPTO's business. The Cybersecurity Division is responsible for all aspects of USPTO Cybersecurity. It is led by the Chief Information Security Officer and is comprised of two functional teams that include the Cybersecurity Authorizations and Compliance Branch and the Cybersecurity Operations Branch. This position is located in The CIO Cybersecurity Authorizations and Compliance Branch that performs Risk Management Framework activities and services to include system categorization, system security plan assistance, security control assessments, risk assessments, artifact documentation, continuous monitoring for system changes, and vulnerability scanning and penetration testing.

This position is responsible for the following:
  • Ensuring the effective integration of security in IT programs and services.
  • Advising management on new technology developments and advanced security techniques.
  • Leading the implementation of security programs designed to minimize system vulnerabilities.
  • Implementing security requirements resulting from new Public Law, Presidential directive, or other external mandates.
  • Reviewing proposed new systems, networks, and software designs for potential security risk.
  • Recommending mitigation or countermeasures, and resolving integration issues.
  • Providing advice on and devising solutions on a range of IT issues.

Qualifications

You must meet the United States Office of Personnel Management's (OPM) qualification requirements (including specialized experience and/or educational requirements) for the advertised position. Specialized Experience:is experience that has equipped applicants with the particular knowledge, skills and abilities to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the federal service. For this position, the next lower grade level is a GS-___.

Specialized experience for this position includes:
  • Evaluating IT system security plans.
  • Analyzing security control implementations.
  • Analyzing security assessment results.

    In addition to meeting the above, Candidates must possess the following Selective Placement Factor to be considered qualified for this positon. A current and valid Certified Information Systems Security Professional (CISSP) and/or Certified Authorization (CAP) certificate. You must upload a copy of your certification to your application.     In addition to meeting specialized experience requirements, you must have the following IT-related experience demonstrating these competencies:

    Compliance - Knowledge of procedures for assessing, evaluating, and monitoring programs or projects for compliance with Federal laws, regulations, and guidance.

    Information Systems Security Certification - Knowledge of the principles, methods, and tools for evaluating information systems security features against a set of specified security requirements. Includes developing security certification and accreditation plans and procedures, documenting deficiencies, reporting corrective actions, and recommending changes to improve the security of information systems.

    Attention to Detail - Is thorough when performing work and conscientious about attending to detail.

    Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.

    Decision Making - Makes sound, well-informed, and objective decisions; perceives the impact and implications of decisions; commits to action, even in uncertain situations, to accomplish organizational goals; causes change.

    Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

    Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
