This position is located in the in the Bureau of International Labor Affairs (ILAB), Office of Trade and Labor Affairs (OTLA). The mission of the Office of Trade and Labor Affairs (OTLA) is to work to ensure that U.S. trade agreements are fair for American workers and workers around the world.

Responsibilities

  • The incumbent fully shares responsibility for and participates in a coordinating capacity in all technical and administrative functions, management of all activities in the office, development of policies and programs, maintenance of good public relations, and making independent decisions within broad agency policy.
  • Assists the Director in conducting short- and long-term strategic planning and organizational performance management activities.
  • Plays a leadership role in defining the office's broad objectives, strategies for achieving those objectives, allocating resources to the achievement of those objectives, and measuring organizational performance.
  • Assists the Director in determining the organization, structure, and work groups within the office and determining when organizational changes are needed.
  • Leads and manages the day-to-day business operations of the office in areas such as procurement, finance, office administration, personnel and human resources, document clearances, travel, public outreach, and coordinating with the other offices in ILAB and the ILAB Administrative Officer on such matters.
  • Assists the Director in overseeing, managing, and directing a staff of about 70 International Relations Officers who are primarily at the GS 12 through 14 levels.
  • Assists and collaborates with the Director, Deputy Director and Division Chiefs in ensuring that the office appropriately formulates, negotiates, and implements policies related to the impact of international trade, economic policy, development finance, international development, and/or livelihoods policies on U.S. workers, U.S. Government (USG) policy priorities, and DOL/ILAB policy interests.
  • Assists and collaborates with the Director, Deputy Director and Division Chiefs in ensuring that the office administers the labor provisions of trade, investment, and development finance agreements and programs.
  • Developing and providing policy advice on labor issues in countries of importance to U.S.
  • Developing and preparing in-depth analysis of assigned issues at national, regional, and global levels to provide inputs for reports and other research projects as well as for the development of policies and programs.
  • Assists and collaborates with the Director, Deputy Director and Division Chiefs in negotiating policies and agreements and other efforts to effect the adoption of DOL/ILAB/OTLA policy positions.
  • Assists and collaborates with the Director, Deputy Director and Division Chiefs in executing technical assistance, engagement, and/or remediation strategies and plans designed to advance workers' rights, working conditions, and/or livelihoods for workers.

You may not be aware, but in the regulations for agency ethics programs, there are requirements for supervisors. Section 2638.103 of Title 5 of the CFR states:

Every supervisor in the executive branch has a heightened personal responsibility for advancing government ethics. It is imperative that supervisors serve as models of ethical behavior for subordinates. Supervisors have a responsibility to help ensure that subordinates are aware of their ethical obligations under the Standards of Conduct and that subordinates know how to contact agency ethics officials. Supervisors are also responsible for working with agency ethics officials to help resolve conflicts of interests and enforce government ethics laws and regulations, including those requiring certain employees to file financial disclosure reports. In addition, supervisors are responsible, when requested, for assisting agency ethics officials in evaluating potential conflicts of interest and identifying positions subject to financial disclosure requirements.

Qualifications

Basic Requirements:

  • Degree: major or equivalent, or a combination of courses totaling at least 24 semester hours in international law and international relations, political science, economics, history, sociology, geography, social or cultural anthropology, law, statistics, or in the humanities; or 12 semester hours in one of the above disciplines and 12 semester hours in statistics/quantitative methods.

    OR
  • Combination of education and experience: courses equivalent to a major, or a combination of related courses totaling at least 24 semester hours, in one or more of the social sciences, or in the humanities, as shown in A above, plus appropriate experience or additional education.

    OR
  • Experience: four years of appropriate experience in one or more of the fields listed above in work associated with international organizations, problems, or other aspects of foreign affairs.

  • In addition to the basic requirements of this position, applicants must also possess 52 weeks of specialized experience equivalent to at least the next lower grade level in the Federal Service.

    Applicants must possess 52 weeks of specialized experience equivalent to the GS-14 grade level in the Federal service. Specialized experience is experience supervising or managing staff who conduct research on worker rights; conduct monitoring and/or analysis of specific company or country's policies or practices for compliance with international labor standards; make policy recommendations; or provide in-depth analysis and policy advice on labor and trade issues.
