The Technical Director for Cloud Transformation serves as a strategic and technical advisor to the DCIO (IE) on all matters related to enterprise cloud computing, specifically large-scale transition and migration activities to cloud infrastructure.

Responsibilities

The major duties and responsibilities of the Technical Director for Cloud Transformation will include, but are not limited to:
  • Serves as the principal adviser for the development and implementation of a comprehensive digital modernization strategic plan that can guide and align the Artificial Intelligence (AI), enterprise cloud computing, cybersecurity and command, control and communications (C3) efforts of DoD Military Departments and DoD Components, to include guiding the resourcing decisions in these areas.
  • Applies broad knowledge of government and/or commercial industry best practices, policies, procedures, techniques and requirements to develop timely and executable plans of action.
  • Develops and implements a commercial and industry outreach strategy for the DoD CIO, identifying areas of high potential for adoption of information technology government and/or commercial best practices.
  • Develops a comprehensive enterprise cloud computing strategy and develops implementation approaches for DoD adoption.
  • Develops a robust and aggressive approach for the Department's adoption of DevSecOps, agile software development, and provides guiding principles for designing applications to be cloud native.
  • Leads and fosters the development of cloud adoption partnerships with the intelligence community.
  • Identifies and implements strategies that incorporates government and/or commercial "best practices" for DoD's IT environment.
  • Participates in the interagency process to create a comprehensive DoD IT strategy that incorporates emerging technology capabilities in clouding computing adoption.
  • Leads DoD CIO's IT community to adopt and incorporate where appropriate their continuous improvements techniques within DoD. Meets with key vendors, industry leaders, venture capitalists, startups, etc., to maintain market awareness and provide assessment and recommendations of vendors' IT capabilities to DoD CIO affective ideas to the Department.
  • Identifies opportunities to advance digital modernization and IT reform across DoD, furthering efficiencies in enterprise cloud computing by assessing government and/or commercial "best practices" / improvement opportunities for system and application rationalization, commercial cloud hosting, etc.

Qualifications

To meet the minimum qualification requirements for this position, you must show that you possess the Mandatory Technical Qualifications, and other qualifications, if applicable, listed below.

MANDATORY TECHNICAL QUALIFICATIONS: All applicants must submit written statements (narrative format) of accomplishments that would satisfy the technical qualifications. You must address each technical qualification separately. You are required to respond to all of the technical qualifications. If you fail to do so, you will be rated as ineligible. Please limit your written statements to no more than two pages per technical qualification.

1. An extensive acquisition, business, and technical background and personal experience in leading, directing, and managing large scale cloud migration initiatives within either the Federal government, a state, or local government, or a large corporation. Such initiatives should emphasize information technology (IT) reform across various functional areas - to include DevSecOps (Development Security Operations), agile software development, and design applications to be cloud native.

2. Expert knowledge and demonstrated leadership in large-scale transition and migration activities to cloud infrastructure, from concept to implementation and sustainment.

3. Demonstrated ability and experience in leveraging DevSecOps and agile software development and demonstrated experience utilizing this expertise within the Federal government, a state or local government or a large corporation.

Education

Basic Requirements: (MUST PROVIDE TRANSCRIPTS TO SHOW YOU MEET THE BAISC QUALIFICATION REQUIREMENTS.)
Bachelor's degree in computer science or bachelor's degree with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus. All academic degrees and course work must be from accredited or pre-accredited institutions.
