Responsibilities

  • Ensures the Department of Defense Office of Inspector General (DoD OIG) fulfills its Lead IG responsibilities pursuant to Section 8L, Special Provisions Concerning Overseas Contingency Operations, of the IG Act of 1978.
  • Coordinates interagency oversight of the principal agencies executing US policy in overseas contingency operations (OCOs): DoD; the Department of State (DoS), and the US Agency for International Development (USAID). Coordinates with Congress.
  • Coordinates with the senior leadership of DoD Components, Combatant Commands, and other Federal agencies for the execution of the Lead IG mission and maintains awareness of potential new OCOs that may trigger Section 8L, Lead IG designation.
  • Produces a joint strategic plan for comprehensive oversight over all aspects of an OCO(s) in coordination with Lead IG mission partners and other Federal and DoD oversight agencies.
  • Serves as DoD OIG Chairperson of the Joint Planning Group for OCO. Identifies key oversight areas and ensures through either joint or individual audits, inspections, and investigations, independent oversight of OCO programs and operations.
  • Produces a whole-of-government quarterly report to Congress, (accompanied by a classified appendix if directed by the Lead IG) in coordination with Lead IG mission partners and other Federal and DoD oversight agencies.
  • Identifies requirements and coordinates or leads efforts to propose to Congress amendments of Lead IG legislation.
  • Authorizes the employment of DoD OIG personnel, or coordinates the authorization of employment of personnel by Lead IG mission partners, to perform duties related to the Lead IG mission.
  • Evaluates OIG component Lead IG program performance and identifies deployed Lead IG mission requirements for administrative, logistical, and security support.
  • Leads, plans, and executes annual, joint travel of the three IGs to current Lead IG OCO locations to coordinate joint oversight with senior military, diplomatic and humanitarian officials of the DoD, DoS, and USAID.

  • U.S. Citizenship is required for this position.
  • Incumbent is required to submit to urinalysis to screen for illegal drug use prior to appointment and is subject to random drug testing for the duration of service with Department of Defense (DoD) OIG.
  • Position has been designated as Special Sensitive; incumbent is required to be eligible (and maintain eligibility) for a Top Secret with Special Compartmented Information (TS/SCI).
  • Males born after 12/31/1959 must be registered for Selective Service.
  • Selected candidate will be subject to a two-year probationary period in the Senior Executive Service unless required probationary period has been served. Selectee may also be subject to a records review prior to being appointed to this position.
  • Applicants selected are required to submit to a drug test and receive a negative drug test result prior to appointment. Incumbent is subject to random drug testing for the duration of service with the DoD OIG.
  • Selectee will be required to complete and submit an Executive Personnel Financial Disclosure Report, OGE-278, prior to entering the position and annually thereafter.
  • All newly appointed career SES leaders must sign the Reassignment Rights and Obligations Agreement as a condition of appointment into the SES in accordance with DoD Directive 1403.03.
  • Incumbent may be required to travel both in the Continental United States, as well as overseas locations.
  • Relocation may be authorized.


Qualifications

Applicants must provide evidence of progressively responsible leadership experience that demonstrates senior executive management capability directly related to the skills and abilities outlined under the Executive Core Qualifications (ECQs) and Mandatory Technical Qualifications (MTQs) listed below.

Qualifications include both leadership skills that are applicable to all SES positions and technical or program qualifications specific to the position.

The best-qualified candidates will be distinguished from other applicants by an evaluation panel of subject matter experts, considering the below listed Executive Core Qualifications (ECQs) and Mandatory Technical Qualifications (MTQs).

All factors are mandatory unless stated otherwise. These factors are required, and must be addressed for the incumbent to perform the duties of the position. The mandatory technical qualifications must be met to be rated eligible for the position.

This position has been evaluated to be a Tier A position under the DoD OIG SES Personnel Management and Compensation System.

MANDATORY TECHNICAL QUALIFICATIONS:
The applicant is to provide a separate narrative statement to each of the following technical qualifications which describes fully, but concisely, how his/her experience supports each of the following qualifications. Each technical qualification narrative should not exceed 2 pages. Failure to address these specific qualifications in a separate narrative statement will eliminate you from consideration:

1. Demonstrated leadership experience in coordinating interagency policy initiatives or directing the development and production of joint strategic plans for comprehensive oversight.

2. Demonstrated leadership experience in audits, investigations, and inspections, or analyses of U.S. foreign policy, or execution of U.S. contingency operation(s).

3. Demonstrated experience leading production of written analyses or products to be provided to senior government officials, the Federal oversight community, professional journals, or to Congress.

4. Demonstrated executive level experience in financial management, human capital management, and the effective use of technology to advance the mission and achieve strategic and operational results.

DESIRED QUALIFICATIONS:

Experience working in a senior leadership role at a Federal Office of Inspector General (OIG), DoD, DoS, USAID, or other Federal agency, or senior staff position supporting the Congress.

EXECUTIVE CORE QUALIFICATIONS (ECQs): The ECQs describe the leadership skills needed to succeed in the Senior Executive Service, and are in addition to the specific technical factors listed above. To assess the executive experience of each candidate, applicants who are applying for their initial career appointment in the SES must demonstrate, with specific examples, how their experience is relevant to exercising leadership in each of the five competencies. Current or former SES Career employees are not required to address the ECQs (SES Career employees include only those appointed under Title 5 U.S.C. 3393). A concise executive summary must show where and when the qualifications were obtained, the organizational setting in which the experience was acquired, (e.g. organizational size, level, and assigned fiscal resources), and a narrative discussion of the qualifications. The ECQs must not exceed 10 pages.

1. LEADING CHANGE. The ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent to this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment.
2. LEADING PEOPLE. The ability to lead people toward meeting the organization's vision, mission and goals. Inherent to this ECQ is the ability to provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts.
3. RESULTS DRIVEN. The ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks.
4. BUSINESS ACUMEN. The ability to manage human, financial, and information resources strategically.
5. BUILDING COALITIONS/COMMUNICATION. The ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.

Actual salary may vary depending on the scope and the complexity of the qualifications and current compensation of the selectee.
