The Branch is responsible for the management, operations, and quality control aspects of a national data collection system involving National Electronic Injury Surveillance System (NEISS) and related data collection programs.

Performs duties as Branch Chief for the Operations Branch of the Division of Hazard & Injury Data Systems with responsibility for the management, operations and quality control aspects of a national data collection systems and related data collection programs.

The incumbent:
  • Coordinates the three regional operations teams (Western, Central, Eastern) in the branch to ensure that all activities of the three teams are directed toward producing comparable data and toward improvement in the timeliness, completeness, and quality of NEISS, MECAP, Death Certificate, and In-Depth Investigation data collection.
  • Designs, plans, and manages data collection in the hospitals and regions. This includes overseeing the recruitment of NEISS hospitals, collection of NEISS hospital data, collection of MECAP reports from participating medical examiners, overseeing the training provided to hospital staff on required data elements and CPSC programs, overseeing the implementation of quality control procedures to ensure the accuracy of all data collected, and coordinating with key personnel in the hospitals and state offices.
  • Oversees the budgetary aspects relating to contract expenditures and resource utilization. Provides professional competence to oversee the handling of a wide variety of contracts with hospitals, medical examiners, state vital statistics offices, and investigation contractors. Ensures that proper communications, instructions, and feedback occur at all levels of data collection. Studies costs and quality of NEISS, death certificate, MECAP, and investigation data to ensure that the system is efficient and responsive to public needs. Works with contract specialists to ensure that contracts are clear, practical, and free from excessive burden.
  • Manages the NEISS hospital evaluation/training contract. Reviews the analysis of operational problems and other system deficiencies, and suggests projects and solutions to address and improve them. Addresses the timeliness of hospital reporting and the accuracy of coding.
  • Uses overall professional knowledge of program activities to project needs of the Branch, in terms of additional contractors, manpower, and funding in existing contracts, and establishing new contracts.
  • Makes recommendations for a comprehensive training program for NEISS hospital coders covering all aspects of NEISS data collection. Oversees the annual NEISS and All Trauma seminars for hospital coders. Makes recommendations for motivational workshops for the team regional training sessions. This leads to higher quality, more timely injury data from the hospitals.
  • Collaborates in the planning, monitoring, and implementation of new survey data collection activities.
  • Coordinates the needs of special studies designed by the Division of Hazard Analysis and serves as the liaison between Hazard Analysis and the three Operations teams.
  • Ensures wide dissemination and use of NEISS data. As an expert in NEISS coding, accident data collection techniques, and training tools, works with major users of NEISS data to ensure proper understanding of the data and proper interpretation of results. Provides input for the production of annual reports plus ad hoc reports using CPSC injury and death data.
  • Visits and confers with the Regional Office supervisors and staff and contractors and provides consultation on the use of product related injury/fatality data.
  • Maintains professional and technical contacts with others in the consumer product safety community for the exchange of information and keeps abreast of new developments in the state-of-art accident data collection techniques.


  • Travel Required

    25% or less - This position requires 10-25% travel to data source sites (hospitals) located in different geographical locations throughout the U.S. to recruit, train, and conduct onsite evaluations. Travel includes all forms of air and ground transportation. You must meet this requirement in order to be considered.

    Qualifications

    All applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the candidate with the particular knowledge, skills, and abilities to perform successfully the duties of the position.

    Qualifying specialized experience must demonstrate the following:

    Experience managing, planning, developing, implementing, evaluating and the quality control of injury data collection programs.
