Responsibilities

As the OWM Laboratory Metrology Program leader, you will supervise a team to plan, design, implement, and improve metrology training, proficiency testing, lab assessment, traceability, uncertainty analysis, and quality systems for the State legal metrology laboratories. You will train and mentor instructors and teaching assistants to deliver exceptional training using adult learning methods. You will train and evaluate State metrology laboratories to ISO/IEC 17025:2017 standards to prepare them for lab accreditation audits. You will provide expert technical assistance and management guidance to metrologists and lab administrators on calibrations, lab design, operations, and problem-solving. You will direct the development of documentary standards for laboratory metrologists and weights and measures officials. You will publish papers, analyses, reports, and procedures in support of state weights and measures programs and laboratories.

Travel Required

Occasional travel - 5 Regional Measurement Assurance Program meetings per year up to 4 site visits to State Metrology labs per year

Qualifications

Basic Requirements:

A. Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.

OR

B. Combination of education and experience -- education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.

In addition to the basic requirements, applicants must also have 1 year (52 weeks) of specialized experience equivalent to at least the GS-12 (ZP-III at NIST) level. Specialized Experience is defined as experience in: 1) developing, performing, & teaching state metrology lab procedures for mass, volume, length, gravimetric, & temperature measurements; 2) teaching ISO/IEC 17025 concepts & assessing calibration laboratories; 3) designing courses, teaching adults, & developing instructors in metrology field; 4) writing, reviewing, & publishing documentary standards; 5) specifying & evaluating laboratory design for state metrology laboratories; 6) using & teaching statistical tools for evaluating measurement uncertainties & measurement assurance; 7) performing calibrations of mass, volume, & other physical quantities meeting ISO/IEC 17025 quality systems; 8) legal metrology weights & measures field standards/applications, & their impact on legal enforcement actions; 9) supervising technical professionals; 10) planning, justifying, & reporting on a program & its impact in a measurement field; 11) planning & meeting financial constraints while achieving program goals.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
