Summary

This position is located in the office of the Managing Director and the incumbent will serve as the Occupational Safety Officer responsible for supervision, development and direction of the agency occupational safety and health program to ensure safe working conditions for NTSB employees in the office and at the scene of accident investigations.

Responsibilities

As Safety and Occupational Health Manager, GS-0018-15, you will:
  • Oversee a comprehensive safety and occupational health program within the broad framework of the National Transportation Safety Board (NTSB) goals and objectives while efficiently and effectively ensuring the safety programs are in compliance with program laws, regulations, guidelines and agency policy.
  • Establish safety program goals, ensure that plans, schedules, activities, and deliverables for major safety projects are aligned with the stated objectives and requirements.
  • Routinely conduct agency wide hazard risk assessments to identify uncontrolled hazards and establish appropriate control methods to mitigate the hazards and prevent or reduce the occurrence of accidents.
  • Coordinate with the NTSB Training Center as the subject matter expert to develop, coordinate and maintain the agencies safety and occupational health training program for supervisory and nonsupervisory staff and identify and incorporate educational materials for the agencies new employee orientation program.
  • Justify program budget, track allocations, and monitor/ approve expenditures in an automated system.
  • Serves as Chair/representative for the NTSB Safety Committees or Councils to monitor performance of safety and health programs and provide program operation advice to the Managing Director and make improvement recommendations.

Qualifications

Basic Requirements : Applicants must meet one of the following basic requirements:

A. Possess a degree with a major study in the safety or occupational health fields (safety, occupational health, industrial hygiene), or degree in another related field that included or was supplemented by 24 semester hours of study from among the following (or closely related) disciplines: safety, occupational health, industrial hygiene occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology. (NOTE: If qualifying based on education, official or unofficial transcripts MUST be submitted with your application).

Specialized Experience:

Applicant must possess one year of specialized experience with the particular knowledge, skills and abilities to perform successfully the duties of the position, and are typically in or directly related to the position being filled. To be creditable, specialized experience must have been equivalent to the GS-14 in the Federal service, or comparable pay band system. Qualifying experience may be obtained in the private or public sector. Specialized experience is defined as: (1) Working experience of laws, regulations, policies and procedures related to safety and occupational health; (2) Development of safety and occupational health policy, applying safety and occupational health laws, regulations, principles, theories, practices, and procedures; (3) Development safety and occupational health standards, regulations, practices and procedures to reduce the frequency, severity, and cost of accidents and eliminate/control potential hazards and occupational illnesses; (4) Train workers, supervisors, managers, or other safety and occupational health personnel in safety or occupational health subjects; (5) Monitor performance and safety and health programs and provide program operation advice to prepare written findings and recommendations for presentation to senior management; (6) Prepare and execute detailed budgets and schedules for safety programs and requirements; (7) Development of statements of work or interagency agreements to provide for procuring services, goods, and equipment.

Education

Undergraduate and Graduate Education: Major study -- safety or occupational health fields (safety, occupational health, industrial hygiene), or degree in other related fields that included or was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology.

How You Will Be Evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

Applicants will be rated using the Category Rating System. Your resume and supporting documentation will be compared to your responses to the Screening Questions/Occupational Questionnaire for consistency.   • Qualified - Applicants possessing the specialized experience described above and any education or selective factor if also required.
