This position is located in the Government Accountability Office (GAO) Learning Center (LC) to lead and direct the Leadership/Executive/Organizational Development Team, which offers courses, coaching, mentoring, team building, and a variety of consulting services.   • Directs the work of subordinate staff in the Leadership/Executive Development/Organizational Development curricula area and performs supervisory responsibilities that include assigning work, establishing performance criteria and standards, evaluating performance, providing technical and administrative advice and assistance, as needed, with resolving complaints and grievances, providing staff development and initiating improvement plans, and taking disciplinary actions.
  • Plans assignments to be accomplished by subordinates by setting and adjusting priorities considering the difficulty and requirements of actions and the subordinates skills and experience levels, including coaching, training, mentoring and developing staff to improve productivity and quality of work.
  • Designs evaluation and quality control means to measure the effectiveness of program concepts or techniques and propose new performance standards and evaluate ways and means of obtaining agency objectives.
  • Initiates and/or participates in learning needs assessments; training design, development and delivery; evaluations; and other learning studies and issue reviews to oversee quality of work is accomplished.
  • Plans, designs, develops, coordinates, monitors, analyzes, and evaluates training courses and programs to include: monitoring and evaluating current courses for quality control.
  • Develops advanced plans and proposals of new projects and programs to ensure timely introduction of new or revised procedures, techniques, or operational concepts into training programs, including reviewing for priority, budget limitations, and for consistency with the broad objectives and policies of the agency.
  • Develops, justifies and controls the unit's budget and resources to ensure timely introduction of new or revised training programs.
  • Identifies strategic objectives, goals, and long range plans for GAO staff development and training through working with key leaders and managers throughout GAO. Provides advice on ways learning products and services can enhance various organizational and individual performances.
  • Designs, plans, and manages special projects and reviews training programs to assist the Chief Learning Officer on matters relating to program or operational effectiveness and efficiency.

Applicants must have 1 year (52 weeks) of specialized experience at the next lower band or level equivalent to the PE-IIB/PT-III/MS-I/GS-14 in the Federal Service, or comparable private/public sector experience which has equipped the applicant with the skills and knowledge to successfully perform the duties of the position. Specialized experience is defined as experience overseeing or leading the development and/or delivery of adult training programs, courses, and materials for technical training, professional development, and organizational development.

Undergraduate and Graduate Education: Major study -- education or a subject area related to the position to be filled.



Specialized Experience (for positions above GS-5): Experience that demonstrated a practical knowledge of the subject area of the position and of the methods and techniques of instruction. Examples of qualifying specialized experience include:
  • Teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s).
  • Supervising or administering a training program.
  • Development or review of training/course materials, aids, devices, etc., and evaluation of training results.
  • Work in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis.

  • Ability to direct an organizational unit or program with a focus on delivering high quality customer service and achieving results through an outcome-based approach.
  • Mastery of assessment and evaluation techniques, cost/benefit analysis, capital acquisition planning, risk management, business process re-engineering, and forecasting to formulate plans to meet future business needs.
