Responsibilities

Major Duties

As a Health Insurance Specialist, you will serve as a subject matter expert in the analysis of the impacts of legislative, regulatory, or policy changes as it affects health care providers in safety net communities.

Specifically, you will:
  • Serve as a subject matter advisor to senior OPA staff, and provide complex analysis of the impacts of Medicare and Medicaid legislative, regulatory, or policy changes on safety net providers and access to care for HRSA's underserved populations for assigned areas of responsibility.
  • Analyze regulatory, sub-regulatory, legislative and policy related issued under the Medicare and/or Medicaid Programs, federal/state health insurance marketplaces and/or other health insurance programs for impact on beneficiaries of changes.
  • Consult with senior leadership to respond to proposed health care access, delivery, and financing legislation, identifying potential policy and technical issues and other concerns.
  • Develop independently or in teams educational and information products on health financing policy relevant topics, such as blog posts, articles, training sessions, and webinars.
  • Serve as a liaison with HRSA's bureaus and offices and with other HHS partners around issues arising from legislation, budget proposals, regulatory action, and program or policy actions that may have an impact on HRSA grantees and populations served through public health programs.

QUALIFICATION REQUIREMENTS:

Specialized Experience is experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position and is typically in or related to the work of the position to be filled. To be creditable, an applicant's one full year of specialized experience must demonstrate the knowledge, skills, and abilities necessary for successful job performance.

To qualify for this position at the GS-12 level, your resume must clearly demonstrate that you have at least one full year of specialized experience comparable in difficulty and responsibility to at least the GS-11 level.

Examples of qualifying specialized experience equal to the GS-11 level include performing the following types of tasks on a regular and recurring basis:analyzing the impact of Medicare, Medicaid, and Health Insurance Marketplace programs on the provision of public health programs; and assisting senior specialists in the evaluation the effects of Medicare, Medicaid, and private insurance programs payment and coverage policies on different types of safety net providers and public health programs; and, researching proposed Medicare, Medicaid or health insurance regulatory changes and summarizing that information in writing to inform senior leadership.

To qualify for this position at the GS-13 level, your resume must clearly demonstrate that you have at least one full year of specialized experience comparable in difficulty and responsibility to at least the GS-12 level.

Examples of qualifying specialized experience equal to the GS-12 level include performing the following types of tasks on a regular and recurring basis: evaluating the effects of Medicare, Medicaid, and private insurance programs payment and coverage policies on different types of safety net providers and public health programs; presenting recommendations and conclusions based on analysis and evaluation of health insurance programs to senior leadership; and, analyzing legislation and policies related to issues under the Medicare and/or Medicaid Programs and/or other health insurance programs for impact on beneficiaries of changes in eligibility, benefits, and access to care.

Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.

HEALTH INSURANCE SYSTEMS AND FINANCING PROGRAMS - Knowledge of Medicare, Medicaid, and private insurance financing systems and policies to analyze and advise on healthcare payment systems, financing issues and policies that impact safety net health care grantees, providers and practitioners.

HEALTH PROGRAMS AND POLICY ANALYSIS - Analyzes, interprets and explains the health impacts of programs, policies, proposals, and legislation.

RESEARCH AND EVALUATION - Knowledge of the principles, methods, and processes used to conduct a systematic and objective inquiry; including study design, collection, analysis, and interpretation of data; and the reporting of results.
