Responsibilities

The incumbent will serve in a supervisory position overseeing custodial operations for NIST performed by federal employees and contractor supplied personnel. Assign work to federal employees and oversee performance for quality and consistency through a Custodial Worker Supervisor.

Serve as the Contracting Officer's Representative (COR) for multiple contracts, including one having complex contract performance controls. Manage and monitor the operation of the contract and ensures contract compliance. Ensure contractors are performing the technical requirements of each contract. Receive associated invoices, ensure the timely submission of approved invoices and ensures that such invoices accurately portray the work being performed by the contractor.

Manage assigned budgets, ensuring proper billing of reimbursable charges, when and where appropriate. Manage costs of operation and remains within assigned budget resources. Analyze processes and costs, and develop recommendations for improving service delivery and efficiency. Perform Quality Assurance reviews on operations, correctly assigning corrective action as necessary.

Represent the Division to customers on matters related to custodial services. Establishes and maintain effective communications and cooperative relationships with customers. Support Divisional and Office goals as they relate to the operation of custodial services.

Qualifications

SELECTIVE PLACEMENT FACTOR:

Knowledge of acquisition regulations as evidenced by Federal Acquisition Certification-Contracting Officer's Representatives (FAC-COR) Level II certification. You must provide a copy of your FAC-COR Level II Certification at time of interview.

IN ADDITION, applicants must have one year of specialized experience equivalent to at least the GS-11 level (or ZA-II at NIST). Specialized experience is defined as experience leading an element within a service organization, analyzing budget operations and having a level of accountability for the management of budgets, providing administrative management and leading a team.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
