Responsibilities

This position is located in the Office of Inspector General (OIG) and reports to the Inspector General (IO). The Executive Officer/Analyst provides a full range of administrative, audit, and investigative services in support of the OIG mission. Subordinate sections include such functional areas as the Assistant IGs for Audit and Investigations. In addition, the incumbent is responsible for managing the day-to-day operations within OIG and providing the IO with senior level management advisory services in the form of quantitative and qualitative studies, audits, investigations, program evaluations, and special projects of a broad nature. Specifically, the incumbent will be responsible for the OIG budget formulation and execution, coordinating OIG policies and procedures, assisting in audit, inspection, and investigative efforts, in-take and tracking Hot-line complaints, tracking recommendations, analyzing and follow-up of recommendations, and liaison with the Department, Government Accountability Office (GAO), and other Groups external to the Department.

The incumbent is responsible for managing the day-to-day operations within OIG's immediate office and for providing the IO with senior level management advisory services in the form of quantitative and qualitative studies, audits, program evaluations, investigative assistance and special projects of a broad nature. The Executive Officer/Analyst will be responsible for the OIG budget formulation/execution, coordinate OIG policies and procedures, assist in audit and investigative efforts, Hot-line in-take and tracking of complaints, analysis of Department responses to recommendations, tracking and reporting open recommendations, preparing OIG's Semiannual Report to Congress, OIG liaison with the Department, Government Accountability Office (GAO), and other Groups external to the Department.

In conducting and leading audits and investigations the incumbent:
  • Comprehensively plans, organizes, and coordinates the projects. Conducts major segments of the projects, makes assignments to team members, and develops objectives and scope of projects, the techniques and methodologies to be used, and the milestones to be met.
  • Resolves issues encountered where the governing laws and/or regulations require interpretation and/or the precedents are non-existent, obscure, or conflicting.
  • Directs the overall management of OIG programs; planning and directing all budget and accounting activities, procurement, travel and payroll. Conducts the formulation and execution of the budget and OIG financial plan. Oversees the procurement and inventory of requisitioned assets for the OIG.
  • Coordinates and consolidates OIG's current and new policies, procedures, regulations, directives, etc.; develops and recommends the framework for IG-wide policies, programs, and systems designed to increase efficiency and effectiveness of IG functions and operations.
  • Assists in the direction and coordination of OIG activities. Reviews correspondence and other materials prepared for the signature and information of the IG for content, coordination, and consistency with policy, procedures, plans and objectives. Ensures timely distribution, collection, implementation, and follow-up of information flowing to/from subordinate elements.
  • Develops approaches and methods to keep Congressional members and staff fully briefed on OIG activities and monitors Congressional activities to assure that the IG is kept aware of issues of interest.
  • Represents OIG in clarifying administrative matters, explaining IG views, or explaining implications of pending problems and programs. Acts as liaison in the investigation, analysis, and evaluation of OIG programs and represents the IG on designated external task groups.

Qualifications

In order to qualify, you must meet the education and/or experience requirements described below.

Specialized Experience : Applicants must have at least one full year (52 weeks) of specialized experience which is in or directly related to the line of work of this position. Specialized experience is demonstrated as:
  • Experience working with the development, justification, and presentation of proposed agency budgets.
  • Experience in the selection and application of appropriate problem-solving methods and techniques.
  • Experience analyzing the potential effects of regulatory actions, the effectiveness of programs, and proposals to streamline administrative activities and operations.
  • Knowledge of quality standards for inspections, evaluations, and investigations.
  • Ability to participate with teams performing evaluations/inspections/investigations of programs.
  • Skill in written and oral communication and in supporting the production of deliverables to upper level stakeholders.

-- Must successfully pass a comprehensive criminal history check of the past 10 years.
  • A criminal history check will be performed on all qualified applicants.

Credit Check -- Must successfully pass a credit check. Applicants must not be in default or delinquent on any Federal guaranteed student loans. Applicants must demonstrate a competent financial history. Financial delinquency including collection accounts, liens, repossessions, or garnishments may be a basis for disqualification.

Background Investigation -- Must successfully complete all components of the USCP full field background investigation.
  • There are few automatic grounds for rejection in the USCP background investigation process. Issues of misconduct, such as illegal drug use, arrests, or convictions may not be automatically disqualifying. However, deliberate misstatements, omissions, or intentionally withholding required information at any phase of the hiring process will result in a candidate's disqualification regardless of the nature or reason for the misstatement or omission. The primary reason candidates fail a background investigation is due to deliberately withholding or omitting material facts. Providing false and/or misleading information may be grounds for removal from the application and selection process.
