Executive Designation. This is a position designated as an FHFA Executive by the Director as based on the incumbent's influence over and accountability for effectively accomplishing the FHFA mission. Following is a general description of the executive roles and responsibilities representative of FHFA executive positions, followed by a description of programs and functions managed, reporting structure and the specific roles and responsibilities assigned specifically to this position.

Responsibilities

Executive Roles and Responsibilities:

Serves as a key advisor to the Director with responsibility for participating in major decisions and general management of FHFA. Provides strategic and operational expertise to the Director and is responsible for participating in major decisions and general management of the agency.

Oversees the management of assigned organizational unit and/or program area, directing and coordinating the implementation of programs and policies for assigned functional area. Analyzes the implications and impact of current and proposed policies, programs, and practices, with broad discretion to approve courses of action and resolve concerns of major significance.

Leads, motivates and develops a staff of employees. Evaluates performance in accordance with FHFA guidelines; has full authority to make a broad range of human resource decisions including hiring, promotion, adverse actions, performance evaluation/awards and the development/training/mentoring of staff. Models innovation, creativity and excellence and encourages the development of those competencies throughout FHFA. Performs these duties following equal employment opportunity principles.

Establishes objectives and goals in support of the agency/organization's mission and strategic/operating plans. Develops short- and long-term plans and establishes priorities for the organization. Plans and manages resources with accountability for achievement of organizational goals and objectives and for overall agency results.

Description of Organization(s)/Programs Managed and Reporting Structure: Serves as the Associate Director of Planning, Performance, and Risk, coordinating and leading the subordinate managers performing functions in Quality Assurance, Risk Management, Internal Controls, Performance Management, Strategic Planning and Project Management. Provides executive oversight and directs the Agency's Strategy, Planning, and Risk functions. Incumbent is responsible and accountable for all aspects of both programs.

Reports to the Chief Operating Officer.

Serves as a key advisor to the Chief Operating Officer on administrative matters. Serves as the vice chair member of the Agency's Executive Committee on Internal Controls.

In collaboration with other OCOO executives, participates in discussions on policy and program developments, conducts complex analysis of policy and program goals and objectives for the Chief Operating Officer to identify and formulate specific policy and program options. Assists in the development and execution of operating policies to support the Agency's objectives and goals.

Provides advice and assistance in the management of OCOO including advising on the establishment of goals and objectives, reporting metrics, and monitoring/tracking, progress against OCOO priorities. Oversees the development and implementation of reporting techniques to identify and monitor key projects and milestones. Oversees the collaboration with other divisions to ensure standards of quality are established that consistently promote operating efficiency.

Manages and directs the development and implementation of the Agency's strategic plans, annual performance plans, annual Performance and Accountability reports, internal performance measurement, management and reporting.

Manages and directs the Agency's internal control system by bringing a systematic, disciplined approach to the evaluation of risk and by making recommendations to increase the effectiveness of enterprise risk management efforts, improve the internal control structure, and promote good corporate governance.

Manages and directs the Agency's project and program management function, overseeing professional staff and contractors engaged by the Agency in support of both major administrative and mission-related projects.

Manages and directs matters of quality assurance and quality control principles, methods and processes, advising the Chief Operating Officer and the Executive Committee on Internal Controls on these matters. Oversees the development and the performance of quality assurance reviews.

Advises the Chief Operating Officer on operational effectiveness; develops and leads initiatives and program assessments regarding service reliability, cost efficiency, and customer satisfaction. Assists in the development of key performance metrics for administrative and customer service functions and recommends necessary changes to ensure continuous improvement as part of a proactive service management model.

Performs other special assignments of a critical, urgent, and confidential nature as assigned by the Chief Operating Officer.

Qualifications

Qualifying experience for the LL-01 level includes one year of specialized experience at the equivalent to GS/EL-15 which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position.

Examples of specialized experience include the following:
  • Managed and directed the development and implementation of agency-wide strategic plans, annual performance plans, and/or annual Performance and Accountability reports;
  • Managed and directed an internal control system utilizing a systematic, disciplined approach to the evaluation of risk and promotion of corporate governance;
  • Managed and directed a portfolio of operational effectiveness initiatives and program assessments regarding service reliability, cost efficiency, and customer satisfaction within the context of a complex operating environment;
  • Directed and/or coordinated the implementation of programs and policies for a multi-disciplinary functional area;
  • Directed teams responsible for leading major projects to include establishing project goals, scope, and developing project plans;
  • Experience leading and motivating through subordinate managers.
