Summary

This position is part of the Pension Benefit Guaranty Corporation, Office of Inspector General, located in Washington, DC. As a Auditor (Office of Inspector General) you will serve in a trainee capacity, performing routine and recurring developmental assignments to acquire knowledge and an understanding of functions, principles, practices, and methods used in the area of Auditing. The incumbent will be responsible for performing entry level audit work for the Office of Inspector General.

Responsibilities

  • As a trainee, the incumbent completes the conventional audit assignments independently, and assists the efforts of higher-level auditors.
  • Assists in planning and coordinating auditing activities including financial and performance audits, evaluations, and other reviews.
  • Prepares audit programs or project guides in accordance with Generally Accepted Government Auditing Standards (GAGAS), OIG policies and other professional standards.
  • Participates in audit and evaluation teams and assists in drafting reports of results and recommendations.
  • Maintains Continuing Professional Education (CPE) credentials as required by GAGAS.

Eligibility Requirements:

In order to be eligible for the Pathways Recent Graduates Program, the following qualifications must be met:
  • Be a U.S. citizen;
  • Possess a qualifying associate's, bachelor's, master's professional, doctorate, vocational or technical degree or certificate from a qualifying educational institution, within the previous 2 years.

Veterans: If you are a veteran, as defined in 5 U.S.C. 2108, who, due to military service obligation, was precluded from applying to the Recent Graduates Program during any portion of the 2-year eligibility period, you shall have a full 2-year period of eligibility upon your release or discharge from active duty. In no event, however, may your eligibility period extend beyond 6 years from the date on which you completed the requirements of an academic course of study.

In order to be converted to a term or permanent position you will be required to complete 640 hours of employment.

Only experience and education obtained by the closing date of this announcement will be considered.

A written test is not required.

A combination of education and/or experience may substitute for the specialized experience requirement.

Basic Education Requirement for all Applicants:

All applicants for this position must possess the following basic requirements:
A. Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law.OR
B. Combination of education and experience -- at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; (NOTE: You must provide a copy of your certification with your application). OR
3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that
(a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining;
(b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and
(c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.NOTE: YOU MUST PROVIDE LEGIBLE TRANSCRIPTS SHOWING COMPLETED COURSEWORK AND DEGREE(S) AWARDED AS VERIFICATION OF YOUR EDUCATION).

Minimum Qualifications for all Applicants:

In addition to meeting paragraph A or B above, applicants at the GS-7 level must meet one of the following qualification requirements:
A.
Have one year of specialized experience equivalent to the GS-5 level. Specialized experience is defined as experience that is in or directly related to the line of work of this position and has equipped you with the knowledge and competencies to successfully perform the duties of this position. More specifically, this requirement involves experience with meeting at least 3 of the four following experience requirements: 1) analyzing documentation and data; 2) utilizing basic knowledge of auditing and/or accounting principles and procedures; 3) working as part of an auditing and/or accounting team; and 4) accomplishing basic auditing and/or accounting data collection; OR
B.
Have one year of graduate-level education or superior academic achievement. 1 year of graduate level education equates to 32 quarter hours or 18 semester hours of education (Note: Applicants who select this response must provide transcripts as verification of their education); OR
C.
Have a combination of specialized experience and graduate-level education as defined above which equals 100%. For example, have six months of specialized experience and year of graduate level education (i.e. 16 quarter hours or 9 semester hours of education. (Note: Applicants who select this response must provide transcripts as verification of their education); OR
D.
Have a Bachelor's degree with Superior Academic Achievement.Superior Academic Achievement (SAA): If you are claiming SAA, you must submit documentation by the closing date of the announcement showing that you have successfully completed all requirements for a bachelor's degree AND meet one of the following requirements:
1. A grade point average of "B" (a GPA of 2.95 or higher out of a possible 4.0) for all completed undergraduate courses, or those completed in the last two years of undergraduate study.
2. A grade-point average of "B+" (a GPA of 3.45 or higher out of a possible 4.0) for all courses in your major field of study, or those courses in your major completed in the last two years of undergraduate study.
3. Rank in the upper one-third of your class in the college, university, or major subdivision.
4. Membership in a national honor society (other than freshman honor societies) recognized by the Association of College Honor Societies. Note: If more than 10 percent of your courses were taken on a pass/fail basis, your claim must be based on class standing or membership in an honorary society.

Additional information

Program Completion and Conversion Requirement:
At the successful conclusion of the Pathways Program, interns may be eligible for conversion to a permanent or a term (1-4 years in duration) appointment. Conversion is not guaranteed.

Telework Suitability:
The duties of this position are suitable for occasional telework and the selectee may be allowed to telework with supervisor approval and if they meet the eligibility criterion in the 2010 Telework Act .

Stipulations of Employment:
Appointees must sign a Participant Agreement that sets forth the expectations for the Pathways Program.

The duration of an excepted service appointment in the Pathways Program is a trial period.

Appointment under the Recent Graduates Program may not exceed one year (2 years for certain series such as 1102's). Appointees may be non-competitively converted to the competitive service after successful completion of at least one year of continuous service, in addition to all of the requirements of the Recent Graduates Program.

This position requires full-time work schedule.

Miscellaneous:
If converted to a permanent or term appointment the intended targeted position will be Auditor, GS-0511-13. Although, the position and FPL may change based on the need of the organization at the time of conversion. Interns must meet the qualification standards for the series and grade of the position to which being converted.

Upon conversion, promotion up to the full performance level may be made without further competition. However, promotion(s) will depend on the performance of the incumbent and are not guaranteed.
