The primary purpose of this position is to serve as a first level supervisor, providing planning, directing, organizing and exercising control over non-supervisory employees assigned to HQ. AF/ A3 OB, Air Force Operations Group (AFOG).

Qualifications

This position is designated as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program. Illegal drug use by employees in sensitive positions present a clear threat to the mission of the Air Force, national security, and public safety. It is required that you (a) refrain from the use of illegal drugs and (b) .if requested, submit to urinalysis testing

"This is a Supervisory Position." A 1 year supervisory probationary period is required if applicant selected has not previously met this requirement.

This position has been designated as a Key Career Position (KCP). The assignment will not be continuing and has an established
tour limitation of 36-60 months as determined by the Career Field Team and Career Field Manager. Employees must sign a
Memorandum of Understanding including Selection, Restriction, Outplacement, Tour and Mobility Agreement as a condition of
employment. This addendum is effective 1 March 2014 and will be utilized upon incumbent's exit from the position and from that
point forward whenever the position is filled

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, 0301 Series.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes knowledge of qualitative and quantitative methods for the assessment and improvement of level plans and programs for conducting major operations; knowledge of DoD, Joint, and USAF structures, missions, programs, policies, and organizational relationships for facilitating effective advancement of Air Force capabilities; Staff experience at MAJCOM, HQ USAF, CJCS and/or OSD is essential and mandatory; knowledge of Presidential Executive Orders, Homeland Security Presidential Directives and Department of Homeland Security and Federal Emergency Management Agency documents, policy and guidance related to continuity and readiness, emergency preparedness and the national incident management system; knowledge of DoD Directives and Instructions, and Joint Service and Air Force policy, doctrine, regulations and procedures with extensive knowledge of command control, crisis action processes and procedures, continuity, readiness, emergency preparedness and incident; and in depth knowledge of Air Force operations that enable the incumbent to analyze, articulate and advocate of mission objectives

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  • Knowledge of DoD, Joint, and USAF structures, missions, programs, policies, and organizational relationships for facilitating effective advancement of Air Force capabilities. Staff experience at MAJCOM, HQ USAF, CJCS and/or OSD is essential and mandatory.
  • Knowledge of Presidential Executive Orders, Homeland Security Presidential Directives and Department of Homeland Security and Federal Emergency Management Agency documents, policy and guidance related to continuity and readiness, emergency preparedness and the national incident management system.
  • Knowledge of DoD Directives and Instructions, and Joint Service and Air Force policy, doctrine, regulations and procedures with extensive knowledge of command control, crisis action processes and procedures, continuity, readiness, emergency preparedness and incident management, and pandemic/disease containment. Knowledge of the Department of Defense Planning, Programming and Budgeting System (PPBS) and skills in developing cost projections, financial exhibits, unfunded requirements justifications and issues papers.
  • Knowledge of safety and security regulations, practices, and procedures
  • Ability to plan, organize, and direct the functions and staff of a small to medium size organization.
  • In depth knowledge of Air Force operations that enable the incumbent to analyze, articulate and advocate of mission objectives.
  • Ability to communicate effectively, both orally and in writing, in order to articulate and advocate Air Force position with respect to mission set for general officer review, and facilitate the condensing of extremely technical input into layman systems without altering basic content
  • Ability to gather, assemble, and analyze facts, draw conclusions, conduct analysis, devise recommended solutions and package the process in briefings, papers, or reports suitable for Air Staff senior civilians and general officer decision making.
  • Ability to work effectively under the pressure of tight time frames and rigid deadlines.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Tax Law Impact for PCS: On 22-Dec-2017, Public Law 115-97 - the "Tax Cuts and Jobs Act of 2017 suspended qualified moving expense deductions along with the exclusion for employer reimbursements and payments of moving expenses effective 01-Jan-2018 for tax years 2018 through 2025. Appointment of military members before the release or discharge date is permissible if the member is on terminal leave.
