Responsibilities

The following are the duties of this position at the CN-53 (broadly equivalent to the GS-13). If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.
  • Coordinates with respective OSE functional and process owners as necessary to lead respective strategic programs and initiatives on behalf of the Senior Program Manager/Administrator by applying substantial expertise in project management, improving the effectiveness of a disperse business unit and/or integrating primary strategy execution disciplines, including: operational process improvement, technology application development, program and project management, workforce training and development, and organizational change management where necessary. Provides regular reports and briefings on the status of key initiatives, including progress, key risks, and corrective actions required for the Office.
  • Coordinates with respective OSE teams and provides feedback to the Senior Program Manager/Administrator to help ensure effective and efficient development and refinement of operational standards and policies that promote both consistent execution of core work processes and quality outputs and outcomes. Collaborates with team managers and team leads to gather information for OSE leadership to make an informed decision regarding where new standards and policies are beneficial and where existing standards and policies require refinement. Works with respective OSE business owners to support the development of new and refine standards and policies that consider overall impacts on the servicing section as well as the Bureau. Ensures policies, procedures and programs are appropriately operationalized within the Office. Coordinates with key stakeholders to establish rigorous independent evaluations of the adherence to established standards and policies.
  • Leads operational risk assessment activities identified for the Office, under the sponsorship of the Senior Program Manager/Administrator. Coordinates with the Resource Management Officer to ensure appropriate identification of risks and communicates the severity and likelihood of risks with the potential to undermine achievement of performance objectives and create reputation risk within the Office. Recommends additional operational controls and risk mitigation strategies to the Senior Program Manager without sacrificing operational efficiency and effectiveness. Provides support for internal and external audits of OSE.

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement.

Specialized experience: For the CN-53, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the CN-52 grade level in the Federal service (For qualification purposes, the CN-52 is broadly equivalent to the GS-12). Specialized experience for this position includes:
  • Demonstrated project management experience as a lead or key team participant with four or more of the following organizational strategies: Operational process improvement, technology application development, program and project management, workforce training and development, and organizational change management; AND
  • Experience identifying, developing or refining policies and procedures with potential performance risk to mitigate negative impact on operational efficiency; AND
  • Experience collaborating with organizational teams and leadership to present the status of projects and key initiatives and related recommendations or actions.

Specialized experience: For the CN-52, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the CN-51 grade level in the Federal service (For qualification purposes, the CN-51 is broadly equivalent to the GS-11). Specialized experience for this position includes:
  • Demonstrated project management experience as a lead or key team participant with three or more of the following organizational strategies: Operational process improvement, technology application development, program and project management, workforce training and development, and organizational change management; AND
  • Experience developing or refining policies and procedures with potential performance risk to mitigate negative impact on operational efficiency; AND
  • Experience analyzing various types of reports for accuracy and making recommendations for improvement.

Specialized experience: For the CN-51, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the CN-40 grade level in the Federal service (For qualification purposes, the CN-40 is broadly equivalent to the GS-09). Specialized experience for this position includes:
  • Demonstrated project management experience as part of a team with two or more of the following organizational strategies: Operational process improvement, technology application development, program and project management, workforce training and development, and organizational change management; AND
  • Experience identifying policies and procedures with potential performance risk to mitigate negative impact on operational efficiency; AND
  • Experience mining data from multiple sources and drafting segments of reports to be used by research teams for program and policy development.

OR
You may substitute education for specialized experience as follows: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. You MUST submit a copy of your transcripts or equivalent.

OR
You may qualify by a combination of experience and education. To combine education and experience, the total percentage of experience at the required grade level compared to the requirement, as well as the percentage of completed education compared to the requirement must equal at least 100 percent. Only graduate level education in excess of the first 36 semester hours (54 quarter hours) may be combined to be considered for qualifying education.

CONDITIONS OF EMPLOYMENT:
