Metro is hiring a Senior Bus Tech Systems Analyst to help leverage data and best business practices support the needs of the Bus Technology Systems Support Team. The right candidate will have a background in transit systems and a love for trouble shooting & solving transit system problems by utilizing data from multiple sources. They must be effective at collaborating across departments and working with coworker & customer input, skilled at data analysis and root cause analysis, and communicating as they solve discreet issues as well as becoming part of a team that brings about long term process improvements to reduce future issues.

The candidate will work in the Bus Technology Systems Support Team, which is responsible for managing the on board hardware & software that provides the intelligence for the MetroBus fleet along with other supporting systems including BUSETA which supplies the public with information about bus schedules and arrival information. The team interacts with Bus Maintenance, Bus Transportation, WMATA IT & the Office of Performance Management on a daily basis to keep MetroBus systems on line, solve immediate problems & develop the intelligent bus network solutions of the future.

Minimum Qualifications:

Education
  • Bachelor's Degree in Transportation, Information Technology, Computer Science, Mathematics, Engineering or a related field
    • In lieu of a bachelor's degree, four (4) years' experience in information technology and/or data processing management in a large organization.

Experience
  • A minimum six (6) years of diversified, technical experience in information technology and data processing management in a large organization.

Certification/Licensure
  • Possession of or ability to rapidly obtain a valid motor vehicle operator's permit issued from the jurisdiction of residence.

SUMMARY:

The Senior Bus Technology Systems Analyst is responsible for providing system level technical support to the Department of Bus Services' technologies applications and functions as a member of the BTSS (Bus Transit Systems & Support) team. The incumbent must have in-depth knowledge of the features of the BUS onboard equipment, Bus Operations Central Control (BOCC) Backend System, Transit Database (TBD) warehouse, Fare Collection system, Trapeze, Maximo, and PeopleSoft applications related to the development, implementation, integration, customization and maintenance of these systems. Implementation of information technologies must be in accordance with the Authority's strategic plan for Department of Bus Services additionally evaluating and developing system architecture and functions across the Authority for potential automation. The Senior Bus Technology Systems Analyst provides support to users on technical applications, application development and provides resolution to the database and functions of the various applications. The incumbent provides required training to the end user and performing application upgrades when required.

ESSENTIAL FUNCTIONS:
  • Analyzes code problems and corrects errors by correcting codes and operational reports like (i.e.) On-Time Performance through computer simulations. Examines, defines, and modifies structure of data records and relationships in operational budget, personnel databases, and labor databases to optimize data management and utility.
  • Conducts business requirement analysis and data integration studies using intelligent transportation standards. Designs, develops, implements, oversees, and evaluates activities related to analysis and support of assigned BUS-related projects.
  • Confers with clients regarding the nature of the information processing or computation needs a computer program is to address. Consults with and informs user departments of system requirements, operating difficulties, problem resolution, and future enhancements and modifications. Consults with management to ensure agreement on system principles.
  • Coordinates and links the computer systems within an organization to increase compatibility and so information can be shared. Coordinates the installation of computer programs and systems. Coordinates with the Department of Information Technology (IT) to ensure systems compatibility and to prevent redundancy in application development, systems installations, maintenance, and disaster recovery plans and procedures for data integrity.
  • Determines and recommends improvements to hardware and software systems to enhance overall system operation. Determines computer software or hardware needed to set up or alter systems. Implements changes in hardware and software.
  • Develops ad hoc, unscheduled reports or screens for inquiries and forecasts for management to support operational planning, strategy formulation, and information tracking. Develops complex programs for use in forecasts and trend analysis of Bus Scheduling, SMS, CAD/AVL, Next Bus and other BTSS data. Develops, documents, and improves system design procedures, test procedures, and quality standards.
  • Ensures additional testing and troubleshooting functions are completed by conducting audits to review and evaluate information systems and procedural and physical facility controls. Ensures that proper development-to-production of new systems and enhancements to existing systems are in compliance with approved standards.
  • Establishes standards and manages the storage, retrieval and update of data, and controls the integrity and security of departmental database information. Interfaces with other offices to ensure commitment to support or use of WMATA's integrated systems.
  • Leads the design and development of complex programming or reporting in database query language, report generators, and user interface design. Modifies system to serve new purposes or improve work flow. Monitors and maintains computer programs and systems.
  • Oversees and ensures resolutions related to system design and implementation reviews, and recommends approval of functional and technical design documents, implementation of systems, program enhancements, and modification to assigned application. Oversees and implements system development, project management, quality assurance and quality control, risk management, and project budget management for the Department of Bus Services information technology projects.
  • Prepares and presents oral and written reports or recommendations within areas of assigned responsibility. Prepares or assists in the preparation of scope of work, project proposals, or Requests For Proposals to buy, revise, design or re-design, and install application systems.
  • Provides full system support to new BOCC. Provides staff and users with assistance solving computer-related problems, such as malfunctions and program problems.
  • Recommends, analyzes, evaluates, and implements system changes to determine feasibility, alternative solutions, and back out procedures. Resolves technology application problems in database, system configurations/setup, and product functionality. Reviews, analyzes, and interprets operational information requirements.
  • Serves as office system security administrator and develops and recommends policies and procedures as appropriate. Stays current with new technologies and current developments in the field of information technology.
  • Directs and performs the acquisition and contract negotiation of software products. Supports maintenance and internal customer service across departments to support users within the assigned area of expertise. Tests computer programs and systems.
  • Uses software development techniques and 4th generation languages and report generators to develop applications.
