WMATA has an immediate opening for a critical management position as night time Supervisor of Field Projects within Rail and Bus Infrastructure Renewal (RBIR) to join a $400M Radio & Cellular Infrastructure Replacement Project. The ideal candidate will be highly motivated, have familiarity with communication systems, understand WMATA construction standards and specifications, project management principles, and have a working knowledge of WMATA's Project Implementation Manual. The position will report to the manager of field projects and will be responsible for coordination, scheduling and performance of construction. The candidate will supervise multiple Construction Supervisors and Construction Inspectors and require close collaboration with the Project Management Team as well as a diverse cross-section of the Authority's operational elements and support offices to be successful in meeting project goals. The successful candidate will be responsible to help deliver one of WMATA's most critical and highest profile projects.

Minimum Qualifications:

Graduation from an accredited college or university with a Bachelor's Degree in Engineering, Construction Technology, or a related field. Minimum of six (6) years of experience in performing, coordinating and supervising multiple activities of various disciplines on active construction projects.

Or, an equivalent combination of post-high school education and a minimum of eight (8) years of experience performing, coordinating and supervising multiple activities of various disciplines on active construction projects.

License:

Possession of a valid District of Columbia, Maryland or Virginia motor vehicle operator's permit issued from the jurisdiction of residence.

Satisfactorily complete the medical examination for this position, if required. The incumbent must be able to perform the essential functions of this particular position either with or without reasonable accommodation(s).

Job Summary/Duties:

This position is responsible for coordination, scheduling and performance of construction, and operational planning for joint development and adjacent construction field activities within the Authority. Incumbent directs and supervises the daily activities of project field activities by developer, WMATA staff and jurisdictional agencies. Incumbent commits Authority resources and accept work for assigned projects. Incumbent works under limited supervision following Authority policies, departmental guidelines and procedures and referring exceptions to the Project Manager as appropriate to ensure compliance with program requirements. This is highly responsible supervisory work involving technical assessment and implementation, review, coordination and field execution of the Authority's joint development and adjacent construction programs.

Reviews scope of work for preliminary and final designs prepared and evaluates its effect on WMATA's operations, maintenance and other activities. Provides comments to the design and plans. Solicits input from appropriate WMATA offices as necessary.

Maintains familiarity of approved plans, drawings and specifications.

Attends project meetings representing WMATA as onsite representative.

Confers regularly with Contractors, Consultants and Authority officials concerning construction plans, specifications, unusual conditions and work coordination. Analyzes construction changes, agreements; lends technical support for issue resolution. Commits Authority resources for participation in and advancement of projects.

Recommends appropriate changes in Contractor activities to ensure satisfactory completion of the work. Reviews and recommends to supervisor variations from plans and specifications.

Maintains daily project specific documentation of field activities, agreements, and changes made for the work.

Secures approvals from the Authority's operating department on final work.

Assures timely and effective response of Authority's support staff to ensure field activities conform with plans and specifications.

Accepts completed work for interim and final project phases for Authority use and possession.

Reviews and updates construction records and reports periodically to ensure effective control of project progress.

Supervises subordinate staff to include recommending applicant selection, disciplinary actions, resolution of grievances, assigning duties, directing work, approving leave requests and timesheets, and ensuring appropriate subordinate training. Maintains sound employee/union relations while upholding the rights and interests of management.

Attends and conducts meetings including construction coordination to ensure construction activities conformance with plans, specifications, and operational requirements.

Provides project-related correspondence to Developers, Consultants, Contractors, other Authority departments and outside agencies.

Responsible and accountable for developing and submitting a realistic and reasonable project budget and for issuing appropriate progress reports as required to record the project's advancements or delays. The report shall include a register of completed tasks, all payments issued and any problems causing delays, redirection of focus or that impacts project delivery timeline or strategy. A progress report will be provided to OMBS as well as the program's front office (ELT member) as required.

Responsible for cost allocation to appropriate projects and for the timely and accurate review and approval of applicable invoices.
