Summary:
  • The Senior Operations and Capture Manager will be responsible for organizational effectiveness by providing program and business leadership for the CTI PMO as well as supporting Business Development and growth of the company.

Duties and Responsibilities:
  • Manage daily operations for ChenegaTI contracts and programs, maintaining constant communication with Federal Agency customers.
  • Colllaborate on a regular basis with Chenega MIOS Ops Team (Finance, Contracts, HR, etc.).
  • Serve as Program Manager for CTI programs as assigned.
  • Manage program specific financial management, payroll, planning, systems and controls.
  • Manage cross functional projects.
  • Participate in weekly and monthly meetings, providing regular updates on Program Status and customer satisfaction to ChenegaTI executives.
  • Participate in the preparation of key performance indicators and measurements for budgeting.
  • Participate in the preparation of budgets and maintains oversight over group financials to monitor and maintain group profitability
  • Execute programs and proposals within scope, cost, and schedule requirements in balance to satisfaction of customer and parent company management
  • Provides timely, accurate and complete reports and deliverables.
  • Determine staffing requirements, interview, hire and train new employees; manage personnel within processes.
  • Monitor and assist in ISO compliance and process definition.
  • Identify opportunities for revenue and margin growth.
  • Assist in aligning operations capabililities to the strategies, translating strategy into operation requirements and providing business insight.
  • Perform market research to include customer preferences, competitive analysis and incumbent strengths and weaknesses.
  • Coordinate and participate in meetings with customers, competitors, clients, and teammates to develop win strategy for specific opportunities.
  • Develop materials to support opportunity capture/gate reviews, strategy sessions, and proposals preparation.
  • Provides opportunity intelligence support to all qualified opportunities throughout the business capture lifecycle.
  • Collaborate with the Business Development and Operation Executives for overall business growth strategies.
  • Collaborate with the Business Development Analyst to ensure opportunity data is accurately entered and managed within the company's CRM as well as SharePoint.
  • Support, as required, proposal and Request for Information (RFI)/Sources Sought Notice (SSN) responses as well as White Papers.
  • Support proposal development including leading and managing writing sections and schedules.
  • Support proposal pricing development including pricing strategy and review.
  • Contribute to short and long-term organizational planning and strategy as a member of the management team.
  • Represents the company with major customers and business partners.
  • Supervise and coach program management office staff on a regular basis.
  • Other duties as assigned

Minimum Qualifications: (To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.)
  • Bachelor's Degree; Experience in lieu of education accepted.
  • 5 years' of experience in a combination of operations support for project management, business development, and business analysis.
  • leadership and vision in managing staff groups and major projects or initiatives.
  • Technical expertise and extensive solution implementation and project management skills.
  • ITIL Certification required
  • PMP Certification desired
  • Background Check with ability to obtain Top Secret Clearance

Knowledge, Skills and Abilities:
  • Ability to obtain Top Secret Clearance.
  • Ability to travel up to 25%
  • Excellent interpersonal skills and a collaborative management style.
  • Excellent computer skills and proficient in Excel, Word, Outlook, and PowerPoint.
  • Ability to train and mentor.
  • Able to communicate effectively in writing and orally with public speaking skills.
  • Solve complex problems in creative and effective ways.
  • Strong leadership, project management, influencing, negotiation and decision-making coupled with sound judgement. Highly organized with excellent follow-through.
  • Must have the ability to travel CONUS and OCONUS as required.
  • Ability to work nights, weekends, and Holidays as required.

  • During visits to areas of operations, may be exposed to extreme cold or hot weather conditions. Is occasionally exposed to fumes or airborne particles, toxic or caustic chemicals, and loud noise.
